This post called to mind a comment I remembered from San Miguel County, CO Sheriff Bill Master discussing the Telluride Bluegrass Festival. He suggested they probably weren't going to get too excited about marijuana transgressions there because a big crowd on marijuana was a lot easier to deal with than a big crowd that was drunk.
