A New Social Contract

Time Magazine recently ran an interview with a top global economist, who has authored a book about what humans owe each other–in other words, about a new or perhaps renewed social contract. Several of her concerns mirror my own; as readers of this blog are aware, my last book, Living Together, was focused on the same question.

The notion of a social contract was first introduced by John Locke and his formulation became a foundation of American law and culture. The U.S. Constitution was heavily influenced by Enlightenment philosophers like Locke, who rejected the divine right of Kings in favor of a belief in a theorized “contract” in which citizens grant government an exclusive right to the exercise of coercive power in return for an obligation to provide for their safety and welfare–the “law and order” required for civilization. Citizens could revoke government’s authority if government failed in its mission or breached the bounds of the contract.

Most European nations have subsequently adopted social contract theories that are considerably more expansive than the version embraced by most Americans. Those versions interpret government’s obligation to provide “social goods” broadly,  including access to healthcare.

Several years ago, I collaborated with colleagues in  on an article intended to probe America’s limited view of the proper role for government in social welfare, and to demonstrate that the Affordable Care Act–and for that matter, single-payer health insurance–really was consistent with Locke’s view of a social contract. (We noted that a deficit of civic knowledge poses a significant barrier to efforts to revisit social contract theory–revisiting a theory is impossible for those who have never visited that theory in the first place.)

Take the contemporary debate over healthcare reform. This fight cannot be understood without recognizing the continued potency of the country’s foundational assumptions, and especially the continued relevance of social contract theory most directly attributed to John Locke. In this paper, we echo arguments made by historians and legal theorists like Daniel Boorstin and Louis Hartz who noted that Americans who may never have heard of Locke or the Enlightenment, have nevertheless internalized Locke’s philosophy in ways that make social inclusion and extensions of the social safety net particularly difficult. In a very real sense, John Locke doomed more comprehensive healthcare reform, at least in the short term, and made it far more difficult to extend unemployment benefits, increase payments under Temporary Assistance for Needy Families (TANF), or raise the minimum wage. If we are to have any success in changing the long term prospects for these and similar reforms, we will need to go beyond the academic, moral, and fiscal arguments, no matter how persuasive some of us find them, and directly engage the need to update and expand our basic understanding of the social contract.

We were writing during the initial debates over the ACA, which we noted was yet another iteration of America’s deeply embedded conflict between Social Darwinism and the Social Gospel.

No matter how logical or effective, programs requiring extensive government involvement, or that include “mandates” of any sort, trigger an almost visceral reaction in those who tend more to Social Darwinism, a belief that “productive” people’s rights are thereby violated, and that such approaches are contrary to freedom, to “real” Americanism. In other words, at a basic—perhaps unconscious—level, many people believe that government involvement in healthcare, or government intervention via provision of a social safety net, is somehow un-American and therefore must be rejected. It does no good to point out how deeply government is already involved in providing a social safety net through Social Security, or in providing health care in particular (e.g., the Veterans Administration which is the largest integrated health care system in the country serving more than 8.75 million Veterans each year) — the issue is emotional, not factual. The passage of Medicare generated cries of socialism, and the New Deal—even in the midst of the Great Depression—was aggressively opposed. It is the rare social program that hasn’t had to contend with accusations of incipient communism.

Our article explored the reasons for that “emotional” response, and those of you with time and temperament to wade through its scholarship can agree or disagree with our analysis, but I think it is fair to say that the underlying issue has become considerably more salient.

Humans around the globe are faced not just with a pandemic, but with the existential threat posed by climate change.  Individuals are powerless to address those threats. Collective action is required, and government is our mechanism for collective action.

A workable social contract requires government to protect individual autonomy, provide a supportive social infrastructure and take decisive action to protect the common good.

I’m convinced John Locke would agree.

Drawing Lines

Ah, gerrymandering…..

As delayed census information has finally become available, we are witnessing the every-ten-year effort by politicians to redistrict in ways that will favor their parties. Both parties engage in these efforts–but credit where credit is due, Republicans are far better at it. Ten years ago, the GOP’s “Redmap” effort–detailed in the book Rat***ked-succeeded in delivering far more power to the party than their voters would otherwise have entitled them to.

Gerrymandering–where legislators choose their voters rather than the other way around–has been an American “tradition” since the days of Elbridge Gerry, but with the advent of computers, it has become increasingly precise. I have posted repeatedly about the negative, nefarious consequences of the practice; and I have published academic articles elaborating the damage to democratic governance. None of those articles broke new ground–the negative outcomes of the practice are widely recognized.

Here in very red Indiana, our current legislature–dominated by a Republican super-majority courtesy of gerrymandering–is once again planning to ignore broad grass-roots efforts to ensure that the lines being drawn respect “communities of interest.” In Indiana, that would mean ending the legislature’s decades-old war on urban Hoosier voters.

Even the Indianapolis Star has reported on that war.

The Star looked at the way Indiana’s gerrymandering disproportionately favors rural residents, effectively disenfranchising Blacks living in urban areas of the state.

Oliver, who is Black, lives in a diverse area on Indianapolis’ east side within Senate District 28. But she’s represented by Sen. Michael Crider, who lives in the rural Greenfield area in Hancock County. His community little resembles Oliver’s neighborhood, where nearly half the residents are people of color. Crider, like every Republican Senator and all but one GOP House member in the Statehouse, is white.

The district, in fact, is largely rural land from Fortville to Shelbyville, but jets in finger-like deep into Indianapolis’s east side all the way to the Irvington area. Indy residents note the voting power of their largely Democratic-leaning area is diluted by the rest of the majority rural Republican-leaning district.

One Irvington resident described it in a public redistricting hearing as a “middle finger slipping into the city of Indianapolis.”

It isn’t just Black people who are being disenfranchised–it’s all residents of urban Indiana. And that disenfranchisement has very practical consequences. There is, to take just one example, a connection between gerrymandering and the thousands of potholes residents of Indianapolis dodge every spring.

A majority of Indiana residents live in the state’s metropolitan areas–in cities. But as the Star article noted, thanks to the way our gerrymandered districts are drawn, a majority of policymakers in the Statehouse represent predominantly rural areas. That leads to state distribution formulas that significantly favor rural areas over urban ones.

My husband spent six years as Indianapolis’ Director of Metropolitan Development. His experience with the state’s fiscal favoritism for rural areas angered him when he dealt with it then, and it has continued to be an abiding irritation. But as often as he has fulminated about the unfairness of those distributions, it took me several years to recognize the connection between state distribution formulas and gerrymandering.

When the legislature allocates money for the state’s streets and roads, it is far more generous to the thinly populated rural areas of the state  than to the cities where the majority of Indiana’s citizens live. And that won’t change so long as the state’s districts are drawn to keep the GOP in control–because GOP voters live predominantly in the rural areas of the state, not the cities, which increasingly vote Democratic.

Even a cursory examination of Indiana’s House and Senate districts as currently drawn  illustrates the degree to which urban Hoosiers are unrepresented, the degree to which urban areas have been “carved up” and their “carved up” portions married to larger rural areas in a purposeful effort to dilute the voices and votes of city-dwellers.

So yes–it’s important to reform gerrymandering in order to reclaim “one person, one vote,” and to reverse the damage being done to the country every day by legislators who are far more responsive to rabid rural culture warriors than to the majority of American voters.  But if that goal seems too abstract– if the connection between a “gamed” and dishonest redistricting process and everyday life seems vague–think about the connection between fair and equal representation and those distribution formulas the next time you hit one of Indy’s ubiquitous potholes and bend a rim or flatten a tire.

Think about it again when our public schools are once again shortchanged.

Then tell your state Representative or Senator that you will work tirelessly to defeat any legislator who supports yet another Hoosier gerrymander.

God And Country, Redux

In 2007, I wrote a book titled God and Country: America in Red and Blue. It explored a question that had preoccupied me for years: how do religiously inculcated world-views affect our political behaviors? I was–and remain–convinced that a number of ostensibly secular policy positions are (consciously or unconsciously) rooted in religious ways of seeing the world.

In order to examine the religious roots of America’s cultural and policy divisions, I needed to do a lot of research. I was–and am– far from well-versed about my own tradition, which is Judaism, and I knew little or nothing of the 2000-plus Christian denominations in the U.S., or how religious beliefs affect socialization. Writing the book required a “deep dive,” and I remain very grateful to Christian friends–including a couple of clergy members (you guys know who you are!)– who patiently read drafts and checked my conclusions.

Those conclusions are detailed in the book (which is still available) and it is not my intent to recite them here. I share the fact of that rather extensive research because it is the background with which I approached a recent column by John Pavlovitz and a New York Times guest essay about America’s rapidly growing secularism.

Pavlovitz is a writer, pastor, and activist from North Carolina, and a favorite among my Facebook friends, who share his posts rather frequently. He’s what I consider a “real” Christian (granted, deciding who is “real” is pretty arrogant coming from a non-Christian…). This column was titled “How You Know if You Have the Wrong Religion,” and what struck me was that his message–with which I entirely agreed– addressed the longstanding divide between faith and works. (Traditional Christian denominations are typically concerned with belief; Judaism prioritizes works.)

Growing up and later ministering in the Church, the elemental heart of spiritual community was the stated or implicit sense that we alone had cracked the God code; that we’d figured out what every other faith tradition (and many communities within our tradition) had not. Evangelism was less about sharing God’s love with the world around us but about getting the world to be as enlightened as we were by completely agreeing with us.

Believing the right thing was everything. The world was sharply divided between the saved and the damned and the greatest imaginable sin was to reject that idea. And it wasn’t enough to believe in God, you had to believe in the correct God, adopt the correct doctrine, and pray the correct prayers—or else your sincerity or judgment (not to mention, your eternal destination) were questioned.

Pavlovitz isn’t the only critic of those ostentatiously pious believers whose faith never quite translates into good works or even loving-kindness. There’s significant research suggesting that the growing exodus from churches and organized religion is a reaction to precisely that form of religiosity.

And that brings me to a New York Times guest essay by a Baptist pastor who is also a college professor. After charting the steady decline in American religiosity since 1988, he reports

Today, scholars are finding that by almost any metric they use to measure religiosity, younger generations are much more secular than their parents or grandparents. In responses to survey questions, over 40 percent of the youngest Americans claim no religious affiliation, and just a quarter say they attend religious services weekly or more.

The partisan implication of that statistic, which he duly notes, is a reduction of support for the Republican Party, which is heavily dependent upon religiously observant Christians, including but not limited to Evangelicals. As he also points out,  however, Democrats will have to balance policy priorities “between the concerns of the politically liberal Nones and the more traditional social positions espoused by groups like Black and mainline Protestants.” 

Whatever the partisan consequences, Christians like Pavlovitz are offering a way forward that would significantly reduce  today’s religious tribalism–and ultimately, redefine what counts as genuinely religious.

If you claim to be a “God and Country “Bible-believing Evangelical,” great. But if you have contempt for immigrants or bristle at white privilege or oppose safeguards in a pandemic, your Christianity is ineffectual at best and at worst, it’s toxic. You might want to rethink something.

If you believe because you prayed a magic prayer to accept Jesus at summer camp when you were 13,  that you can inflict any kind of adult damage to the people and the world around you and you’ll still be golden, while gentle, loving, benevolent atheists and Muslims go to hell—you’re doing religion wrong.

So many of America’s problems stem from “doing religion wrong”…

How “Woke” Is Academia, Really?

We Americans harbor all sorts of prejudices about all sorts of things.

One of the problems with racism, anti-Semitism, and similar tribal bigotries is that such attitudes ignore individual differences. When you criticize “those people” (whoever “those people” are in your particular worldview), you inevitably sweep with far too broad a brush.

That impulse–to generalize from anecdotal experiences–isn’t limited to our attitudes about marginalized racial or ethnic groups. It has become a ubiquitous–and extremely annoying– element of America’s polarized political world-views. There is, for example, a widespread–and dangerously oversimplified–belief that America’s universities are bubbling cauldrons of “woke” indoctrination. That charge has become part of the Republican Party’s current war on evidence, science, and accurate history.

Before I retired from my position on a university faculty, I was periodically accused of being part of a liberal “brainwashing” enterprise by people who clearly knew very little about academic life, my particular campus, or –for that matter–the huge differences around the country among institutions of higher education.

I was reminded of those discussions when I read a rant on the subject that had been posted to Daily Kos.

The posted diatribe was triggered by a televised exchange between Andrew Sullivan and Bill Maher on the latter’s show, in which the two of them decried the “wokeness” of today’s colleges and universities.

I have likely spoken at more colleges in the past 15 years than Bill Maher and Andrew Sullivan put together. The difference is that they speak at select elite colleges and I speak everywhere else. For instance, next week I speak at Hastings College in Nebraska.

Most colleges really aren’t that woke. In fact, being too liberal when I speak is always in the back of my mind. For example, eleven years ago I spoke at New Mexico Tech. From my perspective, it was one of my best nights as a speaker. I performed two shows in a full theater and received a standing ovation. Nevertheless, the woman who booked me refuses to ever bring me back, because a few people walked out and complained. I actually noticed the walkouts, and they did it right after a section in my show where I talked about global warming and childish Republicans who renamed French fries “Freedom fries” and French toast “Freedom toast” in the congressional cafeterias to protest France not participating in the Iraq War.

Additionally, one religious college politely asked me not to speak about evolution, and another booked me under the condition that I not speak out against Donald Trump. Other colleges outright won’t book me because I’m too liberal (i.e. woke). That’s okay. I’m not going to whine about it. I mention it only because people like Bill Maher and Andrew Sullivan are clueless about what life is like in the real world.

He’s right.

According to the National Center for Education Statistics, there were 3,982 degree-granting postsecondary institutions in the U.S. as of the 2019-2020 school year. Believe me–and believe the author of the quoted rant–very few of them look like Harvard or Berkeley.

One of the numerous faculty committees on which I served was the admissions committee, where we reviewed applications for entry into our graduate programs. Those applications were frequently submitted by students from undergraduate institutions I’d never heard of.

When my husband and I are driving out of state, we constantly pass road signs announcing that such-and-such town is the home of such-and-such local college. These are almost always schools that– despite the fact I was “in the field”– I’d never heard of.

The sheer number of these small and often-struggling schools is intriguing; I sometimes wonder about their ability to attract competent instructors, the focus and breadth of their curricula, and the career prospects they offer their graduates.

It is likely that  the quality of these institutions varies widely. I would bet good money, though, that very few of them are “woke.” (To the extent that they are “indoctrinating,” it is likely to be with denominational religious views–and those are most unlikely to be “liberal.”)

Judging all post-secondary schools as if they are all alike shares the same fallacy that characterizes racial and religious bigotry–the notion that all Blacks or Jews or Muslims or immigrants–or Republicans or Democrats–are alike and interchangeable. One of the many, many defects of our current media environment is its tendency to find an example of something–generally an extreme example–and suggest that it represents an entire category that we should either embrace or reject.

Reality is more complicated than prejudice admits.

Demographics And Politics

As the results of the Trump- delayed census have emerged, we’ve learned that American diversity is both growing and shifting.

The overview–the national picture–is considerably less White, and that reality is further enraging the too-plentiful numbers of White Supremicists among us. Their hysteria–not unlike a child’s tantrum–is likely to have some ugly political repercussions. We can only hope that, in the scheme of things and the sweep of history, those repercussions are temporary.

When the picture focuses on distribution rather than on aggregate numbers, things get more interesting. Charles Blow has provided a rundown of those numbers in a recent column, and the basic thrust is that Black people are moving out of what were dismissively called the “inner cities.”

The term “inner city” has long been used as a derisive euphemism for Black — poor, blighted and in distress. But many inner cities in the North and West are becoming less and less Black because Black people are moving out.

Black populations in what were considered to be Black strongholds have been dwindling, and that has been happening all over the country. There has been a reverse migration wave of Black people from the North and West moving back to the South. Blow goes through an extensive list of cities that have lost Black populations.

Among the most interesting:

Detroit, once the Blackest big city in America, home of Motown, dropped from 82 percent Black in 2010 to 77 percent Black in 2020. The Hispanic, white and Asian populations all grew in the city over that period.

New York City, with two million Black residents, more than any other city in America, saw its Black population fall by 4.5 percent over the past decade. This came on the heels of the Black population declining 5.1 percent the previous decade, the first drop in the number of Black residents in recent history.

Harlem, according to the 2020 census, is now just 37% Black. Harlem!

Chicago, Philadelphia, Los Angeles–Blow provides the numbers showing diminished Black population. He also shares the numbers showing the growth of Black population in the American South.

These shifts don’t mean that there are now fewer cities with Black majorities; the number is on the rise, as Brookings pointed out in 2019. It’s just that 90 percent of majority Black cities are now in the South. In fact, I think it would be safe to say that much of the municipal South is Black.

Ironically, Selma and Montgomery, Ala.; Jackson and Philadelphia, Miss.; Little Rock, Ark.; and Atlanta —places we associate with some of the worst episodes of America’s racist past– now have Black mayors.

All of this is politically relevant.

For a number of years, Republican Party leaders have been reacting to predictions that “demography is destiny”–fears that the growing diversity of America (and the decidedly Democratic lean of the country’s youth)–will soon make the GOP electorally irrelevant. That fear is what has prompted the GOP’s extreme gerrymandering, vote suppression tactics and efforts to control who counts the votes.

The movement of Black Americans out of easily demonized metropolitan centers changes the calculus. It’s harder to whip up fear of “those people” who live in the centers of large cities when so many of “those people” are White, young, upwardly mobile Starbucks drinkers. And as Stacy Abrams and her fellow-activists showed in Georgia, the previously solid South, which could be counted on to vote White, whatever party was carrying the banner of White Supremacy at any given time, is no longer so solid. It isn’t just cultural change, welcome as that is. It’s demographic shift. 

Blow didn’t include cities in Texas in his recitation, and it is likely that increasing demographic diversity there is due more to the growth of Latino populations than an influx  of Blacks, but when we think of states south of the Mason-Dixon Line currently headed by stubbornly reactionary Republicans, Texas certainly comes to mind. Whether Abbott’s frantic efforts to suppress minority votes in the face of demographic change will keep Texas in the Red column for another few years is anyone’s guess.

Blow says the new distribution of America’s Black population is producing “chocolate chip cities.” If–as sociologists tell us–bigotry is reduced by familiarity with members of previously marginalized populations, those “chocolate chip” cities bode well for civic amity.
