Which America Do You Live In?

My father was called up for service in World War II when I was a toddler, and when the war ended, I was still far too young to comprehend what “war” really meant. But one of the most vivid memories I have of those days was coming across my mother reading something called “The Black Book,” and crying.

The book was a compendium of Nazi atrocities. My mother said I was too young to hear about such things (as I recall, I was about five) but that I should always remember how lucky I was to live in the United States.

Years later, I read multiple historical and sociological analyses in an effort to understand how the Nazis came to power, how otherwise good people could participate in–or turn a blind eye to–what was happening. The lesson I took away began with an economic reality: when people are experiencing economic insecurity and privation–especially if they see that others are flourishing– resentments suppressed in better times surface, and the very human need to find someone or some group to blame for loss of status and/or security becomes incredibly easy for demagogues to manipulate.

There’s a reason that loss of the American middle class is so dangerous.

A recent book by an MIT economist paints a very troubling picture: America is now two countries, and one of those countries looks a lot like the third world.

 Peter Temin, Professor Emeritus of Economics at MIT, believes the ongoing death of “middle America” has sparked the emergence of two countries within one, the hallmark of developing nations. In his new book, The Vanishing Middle Class: Prejudice and Power in a Dual Economy, Temin paints a bleak picture where one country has a bounty of resources and power, and the other toils day after day with minimal access to the long-coveted American dream.

In his view, the United States is shifting toward an economic and political makeup more similar to developing nations than the wealthy, economically stable nation it has long been. Temin applied W. Arthur Lewis’s economic model – designed to understand the workings of developing countries – to the United States in an effort to document how inequality has grown in America.

Temin describes multiple contributing factors in the nation’s arrival at this place, from exchanging the War on Poverty for the War on Drugs to money in politics and systemic racism. He outlines the ways in which racial prejudice continues to lurk below the surface, allowing politicians to appeal to the age old “desire to preserve the inferior status of blacks”, encouraging white low-wage workers to accept their lesser place in society.

Temin lists policies that could begin to ameliorate the economic divide: Expanding education, updating infrastructure, forgiving mortgage and student loan debt, and programs to encourage social mobility for all Americans.

Right now, of course, the clear priority of Congress–let alone the current, deranged occupant of the Oval Office–is tax reduction for the wealthy at the expense of the already disadvantaged.

What’s that famous Santayana quote? Those who who fail to learn from history are doomed to repeat it.

Not a Pretty Picture

Vox recently reported on a research project that led to publication of a book titled “Everyone Lies.” If you are one of those people who suspects that humanity is filled with people who are anything but noble, it’s apparently the book for you.

Stephens-Davidowitz was working on a PhD in economics at Harvard when he became obsessed with Google Trends, a tool that tracks how frequently searches are made in a given area over a given time period.

He spent five years combing through this data. The idea was that you could get far better real-time information about what people are thinking by looking at Google Trends data than you could through polls or some other survey device.

It turns out he was right.

Whatever face people assume when they are interacting with other humans, they are clearly far more candid with Google; during the 2016 Presidential campaign, Stephens-Davidowitz tallied numerous searches with racist epithets and “jokes,” finding that those spiked across the country during Trump’s primary run, and not merely in the South. The data painted a picture of a racially polarized electorate that responded to what he termed Trump’s “ethno-nationalist” rhetoric.

There were earlier signs, too. On Obama’s 2008 election night, Stephens-Davidowitz found that “one in every hundred Google searches that included the word ‘Obama’ also included ‘KKK’” or the n-word. Searches for racist websites like Stormfront also spiked.

“There was a darkness and hatred that was hidden from traditional sources,” Stephens-Davidowitz says. “Those searches are hard to reconcile with a society in which racism is a small factor.”

The Google search data didn’t just confirm the suspicions of many of us about the extent of racism (and the extent to which irrational hatred and opposition to Obama was based upon the color of his skin). One of the most startling findings was that America is returning to the era of “back alley” abortions–experiencing a crisis of self-induced abortions in places where draconian state laws have cut off most access to abortion clinics.

I’m pretty convinced that the United States has a self-induced abortion crisis right now based on the volume of search inquiries. I was blown away by how frequently people are searching for ways to do abortions themselves now. These searches are concentrated in parts of the country where it’s hard to get an abortion and they rose substantially when it became harder to get an abortion.

As the author notes, people share things with Google that they don’t tell anyone else, not even family members, close friends, anonymous surveys, or their doctors.

People feel very comfortable confessing things to Google. In general, Google tells us that people are different than they present themselves. One way they’re different, I have to say, is that they’re nastier and meaner than they often present themselves.

I’ve done a lot of research on racism, for example, and I was shocked by how frequently people make racist searches, particularly for jokes mocking African Americans. This concealed ugliness can predict a lot of behaviors, particularly in the political realm.

The data also sheds light on anti-Muslim attitudes.

One of the studies I talk about in the book is a study of Islamophobia. It’s not really Islamophobia, it’s like Islamo-rage, or something like that. It’s essentially people with horrifically violent thoughts toward Muslim Americans. People search things like “kill Muslims” or “I hate Muslims” or “Muslims are evil.” These people are basically maniacs and you can actually see minute-by-minute when these searches rise and when these searches fall.

What’s interesting about this is that we’re talking about a relatively small group of maniacs. The average American does not search “kill Muslims” or “I hate Muslims”; it’s a small group but it’s also an important group because these types of people can create a lot of problems. They are the ones who tend to commit hate crimes or even murder Muslims.

Clearly, Google and other emerging technologies can teach us a lot about ourselves. Of course, as the old joke goes, “This book taught me much that I did not wish to know.” The question is whether we can use these hitherto unavailable insights in ways that improve us. Given our irrational responses to data we already possess (responding to episodes of gun violence by advocating for more guns and less regulation, as we’ve just seen again, for example), it’s hard to be optimistic.

Wisdom from RuPaul

Time Magazine recently published an interview with RuPaul, the celebrated drag star, and one exchange in that interview struck me as particularly perceptive and politically relevant.

The interviewer had noted that millennials “take a harder line on issues of identity” and are “a bit more affronted by the sort of wordplay and free-associative identity play central to drag.” RuPaul’s response wasn’t only wise and adult, it also put into words the proper approach to an issue that has been increasingly nagging at me.

I think the Trump era will wipe that out. To be that particular about words, you have to be in a place where you’re not under attack. I believe that those same people, right now, are so under attack that ain’t nobody got time to be dealing with “Did you call me a he or a she?” That is going to change real fast. When it gets down to survival, you have to pick your battles, and you don’t pick battles with your allies. And I think, as the Trump era moves on, your allies and your enemies will become more and more evident. The people who are mulling over certain words will have to ask themselves, “Is that word coming from a place of love, or coming from a place of hate?” That’s how you differentiate. That’s the real thing.

Pick your battles. When you fight everything, you win nothing.

I am a “mature” (okay, old) Jewish woman. I went to law school and entered the profession at a time when women lawyers were rare and anti-Semitism (while somewhat more genteel than the “alt-right” variety that Trump has encouraged) was common. What I learned was what I will hereafter call the “RuPaul” lesson: there is a difference between unintended offense that is a result of being socialized at a different time, or into a different set of cultural expectations, and bigotry.

As the first woman hired at a large law firm, I experienced plenty of insensitivity–comments that today, those same people would see as cringe-worthy. I also encountered  misogyny. There was a difference.

The same distinction applied to anti-Semitism. Most people who used phrases like “he jewed me down,” for example, were simply unaware of how offensive that phrase was, how much it incorporated hateful stereotypes.

If I had failed to differentiate between behaviors and attitudes that were a result of ignorance or insensitivity and those motivated by misogyny or prejudice, I wouldn’t have been a very effective lawyer–or member of society. More importantly, I wouldn’t have been able to educate people who inadvertently gave offense–to explain, nicely, just why that phrase or that stereotype might be sending a message that I knew they really didn’t intend.

I mention my own experience, because I think it speaks to the emergence of what I would characterize as identity politics on steroids. Women and minorities of all kinds are increasingly quick to take offense, quick to lash out angrily against real or asserted examples of privilege, “micro-aggressions” and “cultural appropriation.” Often the criticism (if not necessarily its tone and volume) is warranted. Often it isn’t.

The issue of privilege is real and important. Pointing it out is legitimate. (My jury is still out on the contemporary frenzy over “micro-aggressions” and “cultural appropriation.”) But whatever their merits, I can’t help thinking that these battles aren’t the ones we should be picking while Trump and his enablers are looting our country and trashing our Constitution.

Here’s the thing: right now, nothing is more important than ejecting Republicans from Congress in 2018. If Democrats take the House in 2018, they can halt the daily assault on economic and environmental regulations and civil rights laws, begin to reverse America’s ignominious performance in world affairs, and elect a new Speaker to replace Ryan.

If that doesn’t happen, the damage done by 2020 may well be irreversible.

Right now, Democrats, liberals, moderates and sane Republicans need to focus on the big picture. We need to remember the old admonition not to let the perfect become the enemy of the good. We need to stop criticizing people on our side for inadvertence or insensitivity or less-than-perfect policy preferences, and save our ammunition for the people whose animus is intentional–people who pose a clear and present danger to American values and institutions.

We need to listen to RuPaul: When you’re under attack, when it gets down to survival, you have to pick your battles, and you don’t pick battles with your allies.

The Technology of Propaganda

Well, this is pretty terrifying.

My oldest son recently sent me a link to an article from an online magazine called Paste. I had never heard of the publication; it seems, after a cursory investigation, to be credible. The title was “How the Trump-Russia Data Machine Games Google to Fool Americans.” The author identified himself as a former member of an online marketing team.

I’m not going to get into the weeds of SEO (search engine optimization). But I am going to say something that sounds completely insane, and warn you that we’re in the middle of something we’ve never experienced in America: a full-on psychological war. And Google, of all places, is a main battlefield…

There are other information weapons, such as bots and fake news sites, but other stories have those pretty well covered. But before we get started, though, two things to keep in mind:

First, most of us don’t even know we’re in this war yet. You don’t know when you’ve been wounded, when you’ve been killed. And that’s the whole point: You’re not supposed to.

Second, the attacks in this war aren’t aimed at your enemies. You attack your own side.

The author says that highly selective information is being presented in ways that encourage “selective reading” and offer “psychological and social rewards.” We are being rewarded, essentially, for being stupid and for spreading stupid to others. Where this lesson in the uses and misuses of search engines got really chilling was in the following example.

A couple weeks ago I saw an insane person on my Facebook feed screaming about how Obama had leaked classified information about the Bin Laden raid that got people killed. What the fuck? I’d never heard anything about this, and the raid was six years ago, and this guy was a total right-wing crackpot, which is the trifecta for guaranteeing at least fifteen full minutes of batshit conspiracy theory misinfotainment. So I duly Googled “obama classified information bin laden.” If you do that right now, here’s what you get.

If you click through, he has reproduced a large number of links to sites offering variations of the same “Obama gives classified information” story. Several of them were clearly products of a political fringe, others looked reputable. But as the author pointed out

Look … at the dates on those articles. May 16 and 17 of this year. This year. The Bin Laden raid, again, was six fucking years ago. What’s happening here? Why are all these different white nationalist news sites suddenly writing about this together? Why did they start doing it on May 16? Why do those articles even exist?

Well, on May 15, you might remember, The Washington Post broke this little gem: President Trump shared top secret intel with the Russian Foreign Minister and Russian Ambassador. In the Oval Office. In front of Russian state media.

The author suggests another experiment:

Together, we’re going to Google the phrase “trump no evidence collusion.” (And because Google searches change over time, I’ll drop screenshots of my results here.) What will emerge is a picture of an invisible hand writing a specific argument, over and over and over. That hand belongs to Robert Mercer, Trump’s data man, who gamed Google and fake news during the campaign and whose return to the scene is heralded by Trump’s war room and bot boom. And here’s where the optimization comes into play: pages one and two of the Google search results do not include any reputable sources. Not until page three!

There, buried under InfoWars and National Review and The Blaze and not one, not two, but three pieces from The Free Beacon, we finally find good old Reuters! And, lo: the good old Washington Post! And what about The Failing New York Times? Truly failing.

The article is lengthy, and it takes the reader through the strategy of optimization, step by step. It is eye-opening.

California Dreaming…

Yesterday’s post, and a number of the comments that followed, acknowledged the importance of health insurance to the social safety net, and lamented the resistance of Congressional Republicans to maintenance–let alone extension– of current coverage.

Fortunately, Washington isn’t the only game in town.

With the collapse of anything remotely resembling governance coming from Washington, D.C., California has become the de facto adult in the room. Those of us appalled at Trump’s retreat from environmental protections, for example, take comfort in the fact that California, with its huge and important markets, is insisting upon fuel-efficient cars and other environmentally-sensitive measures.

In healthcare, apparently, California is also proposing to go where Congress won’t.

In the face of the GOP assault on the Affordable Care Act and Medicaid, California is preparing to vote on a statewide single-payer plan. Californians currently spend about $370 billion annually in a typical, insurance-dominated system that leaves 40 percent of the state’s  population uninsured or underinsured. The single-payer measure is working its way through the legislature, and a fiscal analysis was presented to lawmakers and the public last week by the bill’s sponsor and the California Nurses Association.

The analysis was done by a team led by Robert Pollin, the co-director of the Political Economy Research Institute at the University of Massachusetts and a former UC Riverside faculty member. At a Sacramento press conference, he explained how a single-payer system would enable all Californians to be completely covered. That includes 3.7 million currently uninsured residents and another 12 million who are underinsured, meaning they cannot afford their policy’s co-pays and deductibles.

The universal coverage would be paid for by combining all government healthcare subsidies, which accounts for about 70 percent of California’s current spending, and by two proposed tax increases: a 2.3 percent gross receipt taxes on businesses (which kicks in after the first $2 million in earnings and which exempts small businesses); and a 2.3 percent increase in the sales tax, with exemptions for necessities such as food, housing, utilities, and other services.

Those combined revenue streams would raise an estimated $400 billion annually to pay for universal coverage under a single-payer system.

Assuming the law passes, California will actually spend less than it currently does on healthcare, and the average middle-class family will see out-of-pocket costs fall by 9 percent.

Most businesses will also save money, Pollin explained, because they will no longer be paying for their employees’ health care. Even with the proposed gross receipts tax exempting the first $2 million, typical California businesses employing 10 to 19 people would see costs fall by 13.8 percent, he said. Businesses employing 20 to 99 people would see costs fall by 6.8 percent, he said. Businesses employing up to 500 would see costs fall by 5.7 percent, and the 500-plus businesses would see costs fall by 0.6 percent.

The law would establish a system paying hospitals and providers what they are currently paid under the federal Medicare program. That’s about 22 percent less than what private insurers pay. The new system would also negotiate bulk purchases of drugs, and it would achieve the same sort of administrative efficiencies of scale that Medicare has achieved. Medicare’s overhead, as I’ve indicated previously, runs around 3%, while overhead for private insurers (who must market their policies and pay their top management competitive private sector salaries) runs between 22-25%.

As I write this, the measure is not a “done deal.” But a similar bill passed a few years ago, only to be vetoed by then-Governor Schwarzenegger. Assuming passage of the pending measure, it is likely that Governor Jerry Brown will sign it.

California has a bit over 12% of the U.S. population. If it passes single-payer, it will be a game-changer. (Already, New York’s legislature has begun discussing a similar approach.)

This could get very interesting. I’m gaining a new appreciation for federalism.
