About That Partisan Divide

Over at Talking Points Memo, Josh Marshall makes a point I have often made: partisanship today is different than it used to be, not just in intensity, but in kind.

Marshall’s essay was focused on what he sees as inadequacies in media coverage of the GOP’s “health care” bill, but in the course of that discussion, he made the following observation.

.. coverage of national health care policy is fundamentally distorted by the imperatives of false balance or forced balance coverage. The idea here is that the two parties are so set in their ideological corners that they can’t constructively come together and find points of compromise to address issues of great public concern. But this sentiment only makes sense if you think both parties are trying to accomplish something approaching the same thing, albeit perhaps with very different strategies. That is simply not true….

We talk a lot about how Republicans real focus is getting the ACA money for a big tax cut, which is unquestionably true. You can only get the tax cut if you get back the money that went toward getting people covered. But at a deeper level this is a philosophical dispute, a basic difference in goals. It’s a difference in desired outcomes, not an ideological dispute over the best way to achieve them. (Emphasis mine.)

Perhaps my memory is faulty, but back when I was a Republican, fiscal conservatism meant crafting more cost-effective policies to achieve goals we held in common with Democrats–policies that would help poor people, for example. We favored programs that would help those who needed that help without inadvertently distorting markets in ways that deepened the original problem.

An example would be rent control. The shared goal was affordable housing for low-income renters; opposition to rent control as a means of accomplishing that was based upon the belief that rent control would deter investment in additional, desperately needed units. You could agree or disagree with that analysis (I agreed), but the opposition wasn’t based on a belief that government shouldn’t help low-income people find decent housing.

We were arguing means, not ends.

Today’s Republicans and Democrats do not share a belief in the nature of the common good. Democrats believe that government has a responsibility to ensure access to healthcare. Republicans don’t. As Marshall says,

When you try three times to ‘repeal and replace’ and each time you come up with something that takes away coverage from almost everyone who got it under Obamacare, that’s not an accident or a goof. That is what you’re trying to do. ‘Repeal and replace’ was a slogan that made up for simple ‘repeal’ not being acceptable to a lot of people. But in reality, it’s still repeal. Claw back the taxes, claw back the coverage.

Pretending that both parties just have very different approaches to solving a commonly agreed upon problem is really just a lie. It’s not true. One side is looking for ways to increase the number of people who have real health insurance and thus reasonable access to health care and the other is trying to get the government out of the health care provision business with the inevitable result that the opposite will be the case.

That difference cannot be bridged with pious calls for “bipartisanship.”

Interesting Parallels

History doesn’t really repeat itself, at least in the sense of “re-enactment,” but there are historical cycles with striking resemblances. We really can learn from history–if we are open to pondering its lessons.

Because I think the past can illuminate the present, I found this article by a Brookings Institution scholar fascinating.

Philip Wallach looked at various pieces of evidence offered by November’s elections–the electoral dominance of the GOP, followed by dissent and disarray, and asked whether America might be on the cusp of a realignment:

A month-and-a-half into Trump’s presidency, however, the tensions are looking more overwhelming than manageable. Internecine fights between Republicans, about both the party’s biggest priorities and the president’s unprecedented persona, erupt into headlines daily. And so we find ourselves wondering: could the GOP coalition be impossible to hold together? Might we be witnessing the beginnings of a serious partisan realignment, perhaps even the end of the long era of Democrats vs. Republicans in federal politics?

Wallach proceeded to analyze this question by comparing today’s political landscape to a “neglected chapter in American history”: the downfall of the Whig Party from its peak in 1848 (the year its outsider candidate won the presidency and gave Whigs effective control of American government), to 1856, when for all intents and purposes, the party no longer existed.

That period featured surging nativism, profound uncertainty for both major parties, and a striking number of rhymes with our current political moment. Then, as now, the issues that provided the traditional lines of contestation between the two major parties were losing potency while new divisions were taking their place.

Wallach proceeds to enumerate the schisms within the GOP that might well lead to that party’s disintegration–the various factions rejecting Paul Ryan’s healthcare “reform,” similar disputes over tax policies, deep disagreement with Trump’s populist policies on trade, and concern over what Wallach delicately refers to as Trump’s “preoccupations” and “personality.” He then turns to the Democrats.

Although the GOP’s troubles are more vivid just now, Democrats are in some ways in just as serious a predicament. Insurgent populists and establishment neoliberals are deeply suspicious of each other and divided on where the party’s future lies, as was made apparent by the bitter fight over the DNC chairmanship.

What internal conflicts ultimately fractured and dissolved the Whigs? The most important was slavery, but there were also deep divisions over prohibition and the rise of anti-Catholic nativism. There had been a major influx of Catholic immigrants, especially German and Irish, and the “native” Protestant Americans, who tended to be  Whig voters, accused these immigrants of “popery,” criticized their use of foreign languages, and decried their participation in “corrupt” urban political machines. (They also tended to drink demon alcohol.) A number of Whig politicians adopted virulently nativist positions as a way of energizing their base. (Sound familiar?)

Wallach identified a lack of leadership continuity as another reason the Whigs imploded:

As the party looked for a champion going into the presidential election of 1848, a majority of its members opted to put their trust in a man who had no political history in the party at all. General Zachary Taylor, hero of the Mexican War, seemed to be “a new Cincinnatus, a man who, like the revered Washington, stood above party.” There were even those who were enthusiastic about rebranding the party, abandoning the “Whig” label in favor of “Taylor Republicans.”

However, Taylor’s policies enraged a substantial number of Whig partisans, allowing the “Know Nothings” and others to step into the breach.

It is hard to exaggerate how rapid and widespread the expansion of Know-Nothingism was in the 1850s. Founded as the secret “Order of the Star-Spangled Banner” in 1849, Know-Nothings built up a vast hierarchical organization of lodges and established themselves as the dominant force in many parts of the country. Officeholders of both parties, but especially Whigs, found that their political fortunes depended on having themselves secretly inducted into the rapidly growing order. As long as Know-Nothings remained officially secret, they seemed to offer a kind of symbiotic relationship with the Whig Party rather than posing a direct threat. But members of the movement, active in both the North and South, soon desired a more public arm of their movement, leading to the founding of parties variously called “Native American,” “American,” or “American Union,” in 1854 and 1855.

I won’t belabor these parallels further (although I can’t resist comparing the Tea Party to the “Order of the Star-Spangled Banner”).

It may be that the American political structure–a structure that overwhelmingly privileges a two-party system– will end up saving both Republicans and Democrats in their present form, although not necessarily in their present, respective substances. But the parallels–and their implications– are worth pondering.

On the other hand, we may truly be in previously uncharted waters….

Choosing a Future

If there is one clear message that emerged from the just-concluded political party conventions, it is that, in November, Americans will choose not just between two sets of candidates, but between two very different visions of America and our future.

I’ve always been a fan of science fiction–not “space opera,” but explorations of where mankind might be headed, extrapolations of current trends that raise interesting, even profound, questions about the nature of humanity and society. So the opening of the most recent Star Trek movie prompted me to compare Gene Roddenberry’s vision to the portrayals of America and its future on display at the Republican and Democratic conventions.

Roddenberry’s creation has been remarkably durable: there have been several television series and movies, spanning a period of fifty years. There is a reason for that. His portrayal of a positive future and a mature humanity is immensely appealing.

On the starship’s bridge, diverse members of Earth’s population work amicably with a variety of representatives of other planets. There is respect for difference, for the right of crewmates from other cultures to live according to their beliefs, so long as they respect the Federation’s rules in return. That respect is incorporated in the Prime Directive, which forbids interference with other planetary cultures. (The Federation doesn’t engage in “nation building.”)

There is explicit respect for science, education, and intellectual achievement, and for mankind’s quest to learn—to “seek out” and “go where no one has gone before.”

There is recognition of the importance of a legal framework that safeguards the moral foundations of society and confers authority. But authority, in Roddenberry’s world, does not come from legal status. It is earned by demonstrated competence and superior performance, and is expressed with intelligence, maturity and empathy.

There could hardly be a more dramatic contrast to Roddenberry’s “kumbaya” vision and humanitarian values than the overwhelming fear and anger exhibited by Republicans in Cleveland.

At the Democratic convention, we got optimism and uplifting messages about America’s potential.

In Cleveland, we got name-calling and stereotyping; the values displayed by the GOP at its convention were the antithesis of those championed by Roddenberry.

Respect for science? The GOP not only rejected scientific consensus on climate change, a significant percentage want to replace the theory of evolution with creationism in public school science classes.

Respect for the rule of law? Trump has demonstrated a total lack of familiarity with the Constitution, and has championed policies that are patently unconstitutional. Meanwhile, convention delegates clearly supported Senate Republicans’ refusal to follow the Constitution and “advise and consent” to Merrick Garland’s Supreme Court nomination.

In Cleveland, in marked contrast to the multi-ethnic, multi-species bridge of the Enterprise, a crowd of overwhelmingly white, predominantly older delegates tried to mask the extreme divisions in their party by focusing on the one thing that they hope can unify them: fear and hatred of the Other. Hatred of Hillary Clinton, of Democrats, of Muslims, of immigrants, of LGBTQ Americans.

Throughout the GOP convention, Donald Trump displayed an understanding of “leadership”  very different from Roddenberry’s. Trump confuses authoritarianism with earned authority; he’s a “tough guy” who doesn’t bother to display mastery of –or even acquaintance with–the issues at hand, a thug who disdains restraint, nuance and expertise, who proposes to dominate by demanding, rather than earning, respect, and who responds to even the mildest criticism with childish name-calling in lieu of reasoned response.

At the Democratic convention, speaker after speaker argued for American possibility, and appealed to the “better angels of our nature.” One paragraph of President Obama’s superb speech, in particular, made me think of Roddenberry:

I see Americans of every party, every background, every faith who believe that we are stronger together, black, white, Latino, Asian, Native American, young, old, gay, straight, men, women, folks with disabilities, all pledging allegiance, under the same proud flag, to this big, bold country that we love.

Speakers at the Republican convention, in stark contrast, painted a picture of a dystopia in which our only option is to hunker down, arm ourselves against our fellow-citizens, and barricade America against the rest of the world.

In November, what we will really decide is which of these visions will shape our future.

What Winning Looks Like

Bernie Sanders won’t be the Democratic nominee. But he’s winning something more important.

Ed Brayton has the best–and most succinct–analysis of the challenge faced by Bernie Democrats. Over at Dispatches from the Culture Wars, he writes:  

It’s time for Sanders fans — and again, I’m one of them — to shift their focus from winning the presidency to building a real movement to accomplish his primary goal, which is to get the influence of big money out of our political process as much as possible. So what does that entail?

First, it means supporting Hillary Clinton in the general election. What is it that is currently preventing us from passing any meaningful legislation to limit the influence of big money? The Supreme Court’s Citizens United ruling. If the Republicans win, any hope of adding a liberal justice to the Supreme Court that could help overturn that ruling dies for at least the next generation, maybe more. On the other hand, a Democratic president gets to replace Scalia and there would then be a liberal majority on the court and overturning that ruling becomes entirely plausible. Bernie voters who refuse to vote for Clinton, even if they have to hold their nose to do it, will be cutting off their nose to spite their face and dramatically reducing the chances of achieving Bernie’s top policy priority.

Second, it means building up an organization that can recruit, train and fund candidates who share Bernie’s vision of not only reducing the influence of big money, but also favors stronger regulation of big business — the very thing that the outsized influence of their money seeks to prevent. Overturning Citizens United is just the first step. The second step has to be electing people to Congress who will vote for serious campaign finance reform, not the weak sauce that was McCain-Feingold. This requires money, organization, and professionals who know how to run campaigns and how tothink strategically in politics.

You can rage all you want about how unfair the system is, but that rage doesn’t actually change anything if you can’t translate it into effective legislative action. So yeah, Bernie is going to lose the Democratic nomination. That doesn’t mean he’s going to lose the larger battle. Winning that battle is up to his supporters and those who share his vision, but if all you’re going to do is kick and scream and cry about dark conspiracies, you won’t achieve a damn thing. So if you want Bernie to win something more important than the White House, get your heads out of the clouds and get to work.

Bottom line: Sanders faces a challenge. He cannot win the Democratic nomination. Will he do a reprise of the disastrous Nader “If not me, no-one” ego trip–a position that gave the U.S. eight years of George W. Bush and a vastly more dangerous world, or will he be willing to spend the time and political capital to lead the Democratic party to a more progressive place?

I think he has signaled his willingness to do the latter, because I think he cares about the issues he has raised more than his own importance. At a campaign rally in Oregon, he said

“We need to plant the flag of progressive politics in every state in this country.”

Echoing Howard Dean from an earlier campaign, Sanders also insisted that the Democratic Party as a whole must forge a 50-state strategy focused on restoring civic vibrancy and fueling meaningful outcomes on the key issues people care about.

“The Democratic Party has to reach a fundamental conclusion: Are we on the side working people or big money interests? Do we stand with the elderly, the children, and the sick and the poor, or do we stand with Wall Street speculators and the drug companies and the insurance companies?”….

Now our job is not just to revitalize the Democratic Party—not only to open the doors to young people and working people—our jobs is to revitalize American democracy.”

If Sanders can set the Democratic party on the road to realizing that goal, he–and the American political system– will be the ultimate winners.

The Eye of the Beholder

Yesterday, I posted about a recent court case that required a judge to define the limits of permissible discrimination.

In a very real way, however, discussion of that case and the merits of the contending arguments begged a couple of important preliminary questions: what is discrimination? when does the day-to-day practice of making choices—discriminating between possibilities A, B and C—cease being a reasonable activity we all engage in and become a socially destructive practice in which privileged people oppress those less powerful or advantaged?

Where does that line get drawn?

Recent research suggests that the general public is polarized around the answers to those questions, and that the polarization mirrors political affiliation.

The partisan lens through which many view the social and political world also impacts perceptions of discrimination: as the Public Religion Research Institute’s 2015 American Values Survey shows, Democrats and Republicans have a very different understanding of the nature of discrimination in the U.S. today—and who are the most likely targets of it.

Not surprisingly, Republicans are far less likely to see discrimination against historically marginalized groups than are Democrats. (Click through to see several interesting graphics representing responses to questions about discrimination from self-identified Republicans and Democrats, contrasted with responses from the general public overall.)

As the study’s authors note, the difference in perceived discrimination tells us a lot about the partisan differences in policy.

Overall, the pattern is clear: there is considerable daylight between those on the left and those on the right when it comes to perceptions of discrimination in America today. Perhaps then, it is not surprising that Democrats and Republicans have such divergent opinions on issues ranging from black Americans’ protesting unfair government treatment to legislation protecting gay, lesbian, bisexual, and transgender people from discrimination. If you don’t perceive discrimination against certain underrepresented groups or marginalized communities to be especially severe or widespread, then these protests and policy proposals might appear to be solutions in search of a problem. If, however, you believe that the discrimination against these groups is particularly severe, then such protests and policy demands are understandable and perhaps even a necessity.

A big part of our current political dysfunction is a reflection of the fact that conservatives and liberals occupy different realities.

Sort of reminds me of that old song, “Two different worlds….”
