The Looters Have Arrived

Wednesday, I posted about the “partnership” approach Trump proposes to take to infrastructure repair.

Paul Krugman had a recent description of that plan, which he concludes is not about public investment, but about ripping off taxpayers.

Trumpists are touting the idea of a big infrastructure build, and some Democrats are making conciliatory noises about working with the new regime on that front. But remember who you’re dealing with: if you invest anything with this guy, be it money or reputation, you are at great risk of being scammed.

So, what do we know about the Trump infrastructure plan, such as it is? Crucially, it’s not a plan to borrow $1 trillion and spend it on much-needed projects — which would be the straightforward, obvious thing to do. It is, instead, supposed to involve having private investors do the work both of raising money and building the projects — with the aid of a huge tax credit that gives them back 82 percent of the equity they put in. To compensate for the small sliver of additional equity and the interest on their borrowing, the private investors then have to somehow make profits on the assets they end up owning.

The description of this rip-off reminded me rather forcefully of the “looters” described by Ayn Rand in  Atlas Shrugged.

I have frequently been bemused by the actions of politicians and others who claim to have been influenced by Rand’s philosophy (and who all seem to see themselves as one of her protagonists. Remember those “I am John Galt” bumper stickers?) I particularly recall an Indiana agency head during the Daniels administration who made all his employees read the “two most important books”–Atlas Shrugged and–wait for it– the bible.

Rand, of course, was a very outspoken atheist who insisted that her philosophy was an explicit rejection–and antithesis– of Christianity.

Then we have Paul Ryan, another Rand fan, who is intent upon keeping Americans from becoming dependent on such “giveaways” as health care (and who was able to go to college after his father’s death thanks to Social Security).  I wonder if he will see the parallels between an infrastructure scheme that will enrich crony capitalists and Rand’s withering description of the morally indefensible “looters” who used government to enrich themselves at the expense of the truly productive  (Rand’s version of the “makers and takers” worldview).

Ayn Rand had an excuse for her extreme worldview; she was a product of  Soviet collectivism, and saw first-hand the danger that such a system posed to human diversity and individual excellence. What she failed to see was the equivalent danger posed by a society that defines success solely as the attainment of wealth, however acquired, and encourages contempt rather than compassion for the weak and powerless.

The latter society is the one that produced Donald Trump, who is already promising to be looter-in-chief.

It Seems We Aren’t So “Exceptional” After All

The election is over, but the racial and cultural resentments that led to the election of  Donald Trump are not over, and the incalculable damage he will do to America and the world is just beginning. Unfortunately, when the largely rural and less-educated population that voted for him realizes that he cannot deliver on his fanciful and frequently unconstitutional promises, they are likely to blame it on all the “others” they already resent–immigrants, Jews, Muslims, African-Americans. Uppity women.

Several people have compared this election to England’s Brexit, and there are obvious parallels (including, I’ll predict, significant levels of “buyer’s remorse.”)Nativism and white nationalism, not economics, motivated both votes.

A recent essay by Zach Beauchamp in Vox makes a pretty convincing case that–much as we like to believe America is somehow different from other Western democracies, as much as we pride ourselves on our “exceptionalism”–what we are seeing here is not that different from the nativist movements currently challenging European democracies.

It’s tempting to think of Trump as something uniquely American, but the truth is that his rise is being repeated throughout the Western world, where far-right populists are rising in the polls.

In Hungary, the increasingly authoritarian prime minister, Viktor Orban, has started building a wall to keep out immigrants and holding migrants in detention camps where guards have been filmed flinging food at them as if they were zoo animals. In Italy, the anti-immigrant Northern League, led by a politician who has attacked the pope for calling for dialogue with Muslims, is polling at more than three times its 2013 level, making it the country’s third most popular party. And in Finland, the Finns Party — which wants to dramatically slash immigration numbers and keep out many non-Europeans — is part of the government. Its leader, Timo Soini, is the country’s foreign minister.

These politicians share Trump’s populist contempt for the traditional political elite. They share his authoritarian views on crime and justice. But most importantly, they share his xenophobia: They despise immigrants, vowing to close the borders to refugees and economic migrants alike, and are open in their belief that Muslims are inherently dangerous.

Beauchamp dismisses the notion that this wave of anti-immigrant activism is rooted in economics or even rejection of globalization. In his analysis, what is driving this is something far more primal: fear of difference and social change.

A vast universe of academic research suggests the real sources of the far-right’s appeal are anger over immigration and a toxic mix of racial and religious intolerance.

Beauchamp cites research done by Roger Peterson, who wanted to understand why social change led to attacks on minorities in some situations, but not others. Peterson argued that in order to understand what triggers ethnic violence, we need to understand and appreciate the role of resentment, which he defined as “the feeling of injustice on the part of a privileged portion of society when it sees power slipping into the hands of a group that hadn’t previously held it.”

Peterson concluded that a major cause of ethnic violence was change in the legal and political status of majority and minority ethnic groups, change that is met with a sense of injustice, because members of dominant groups believe they deserve to be dominant, and deeply resent it when members of other groups advance their status or pose a challenge to their pre-eminent positions.

During the 2016 campaign, that resentment–against minorities, against immigrants, and especially against women–was repeatedly found to be a more reliable predictor of support for Donald Trump than any other personal or economic characteristic.

It is that fury over social change that offers the best explanation we have for why the forces of intolerance are currently on the rise in the West. If we want to understand the world we live in today — and the one we’ll be inhabiting for years to come — we need to understand how immigration and intolerance are transforming the way white Christians vote. We need to understand that the battle between racist nationalism and liberal cosmopolitanism will be one of the defining ideological struggles of the 21st century. And we need to understand that Donald Trump is not an accident. He’s a harbinger.

People of good will have our work cut out for us.

It Isn’t Just the Groping

Women voters need to reject Donald Trump decisively. Not simply because he is a pig who evaluates us solely on the basis of our looks (or because, as an Australian parliament’s motion put it, he is “a revolting slug”). Not simply because he clearly feels entitled to grope those of us he considers to be “tens.” And not even because he advocates “punishing” those of us who have the temerity to believe we should be able to control our own reproduction.

We need to reject him because even if he were a competent and informed candidate, he would never pursue the policies women need to achieve parity in the workplace.

ThinkProgress.org recently revisited the inequities of the workplace–the realities that working women face, and our lack of progress toward genuine equality of treatment and compensation. The gender wage gap hasn’t improved in years–women make 79 cents for every dollar a similarly employed man makes, a number that hasn’t moved since 2007.

As ThinkProgress reported, the wage gap closed at a relatively rapid pace between the late 1960s and 1990s, but that progress has “all but flatlined” since 2000. A slowdown in women’s wage growth–growth that helped narrow the gap in earlier decades, has come to a standstill. (In fact, that standstill has affected all wage earners, not just female ones.)

Not surprisingly, the story is even grimmer for women of color.

Women make less than men, on average, for a number of reasons. About 10 percent of it is thanks to different work experience, often because women are much more likely to take breaks from work to care for family members. The drop of women in the labor force over the last decade can be tied to the country’s lack of paid family leave, child care assistance, and support for flexible schedules.

Some of it is also due to the fact that women end up working in areas that tend to pay less. But that doesn’t mean they can escape the gap by choosing different paths. They make less in virtually every industry and every job. And while getting more education boosts earnings, women make less than men with the same educational credentials at every level and even make less than their former male classmates when they graduate from top-tier universities.

Social attitudes that promote discrimination in the workplace are often not recognized as unfair; employers who have been socialized into older attitudes about gender tend to see differential treatment simply as recognition of “the way things are.”

Studies have found that people of both genders are inclined to give men more money, especially if the woman is a mother. Meanwhile, women’s job performance is continuously underrated compared to men’s.

It’s tempting to believe that 21st Century Americans have moved beyond gender stereotypes, but even the most reasonable efforts to achieve workplace equality continue to encounter substantial resistance. A majority of Republicans–including 2008 Presidential candidate John McCain–opposed the Lily Ledbetter Fair Pay Act, which required equal pay for men and women doing the same job. They resisted re-authorization of the Violence Against Women Act. And they continue to oppose other measures that other nations have put in place to ease the balance between work and family, like paid family leave and child care assistance.

Donald Trump is far from a typical Republican, but on matters of gender equity, he has proven to be even less progressive than his putative party. The behaviors and attitudes that his son has approvingly called “Alpha male” would reverse the already far too incremental progress toward women’s equality, and take us backward by legitimizing attitudes about gender not seen since the 1950s.

Of course, the effect on women’s equality might not matter, since the election of this narcissistic buffoon would probably signal the end of the world as we know it.

Post-Final-Debate Reflections

Yesterday morning, as my husband and I were surveying the post-debate reactions, he made an offhand remark that struck me as really perceptive–even profound: “How is Trump refusing to honor the results of a democratic election any different from the Republicans in the Senate refusing to vet a Supreme Court nominee?”

He’s absolutely right. There is no difference, and all of the Republicans currently clutching their pearls over Trump’s forthright acknowledgment that he neither understands nor intends to follow the rules of constitutional government need to recognize that the orange monster they have nominated is simply an exaggerated and less self-aware version of what the GOP has become, with its accusations of “vote fraud” intended to suppress minority turnout, and its highly selective defenses of Constitutional principles. (Second Amendment good; Fourteenth not so much…)

In fact, a case could be made that Trump is less culpable than Mitch McConnell, since McConnell knows what the rules are, and deliberately chooses to ignore them when it suits his and his party’s purposes. Trump, on the other hand, is clearly ignorant of democratic norms and the most basic operations of government. (He continues to berate Hillary for not single-handedly effecting changes to U.S. law when she was in the Senate. I doubt whether he could even define federalism or checks and balances, let alone comprehend Senate procedures.)

We are at one of those periodic turning points in American political life; I don’t think it is an exaggeration to suggest that this election–coming on the heels of the slow-motion disintegration of a once-responsible political party– will serve as an indicator of the country’s future trajectory.

Either the electorate will administer a final coup de grace to the current iteration of the GOP, after which we will see a new or different political party emerge, as happened after the implosion of the Whigs, or the election will be close enough, and down-ticket Republicans successful enough, to maintain the toxic status quo. If the latter,  we will occupy the America of  Donald Trump and Mitch McConnell, where the rule of law is subservient to autocratic power, where (in Leona Helmsley’s famously dismissive phrase) taxes and laws are for “the little people,” and “We the People” becomes “me, myself and I.”

Well Mike, We Always Suspected You Skipped Con Law in Law School…

Courtesy of Talking Points Memo, we learn that Mike Pence not only remains firmly wedded to “The Donald,” that he not only applauds Trump’s creepy performance in the second debate, but that he chose as one of Trump’s “finest moments” the declaration that has received shocked criticism from people on both sides of the aisle.

Mike Pence on Monday morning applauded Donald Trump’s comment during the Sunday night debate that if he is elected president, he will have a special prosecutor investigate Hillary Clinton and that she will “be in jail.”…

“I thought that was one of the better moments of the debate last night,” the Republican vice presidential nominee continued.

As Politico–among others– noted

Donald Trump’s debate-night vow to appoint a special prosecutor to investigate Hillary Clinton’s email setup and put her “in jail” provoked a sharp blowback from former U.S. prosecutors, who said Trump’s view of the Justice Department serving the whims of the president is antithetical to the American system.

While presidents appoint the attorney general, they do not make decisions on whom to prosecute for crimes — and were Trump to do so, prosecutors warned, he would spark a constitutional crisis similar to that of the “Saturday Night Massacre” in the Nixon administration. In that case, Nixon attempted to fire the prosecutor investigating the Watergate scandal, and the top two Justice Department officials resigned on the spot….former Republican appointees to senior Justice Department posts used words like “abhorrent,” “absurd” and “terrifying” to describe Trump’s threat to use the legal system to imprison Clinton.

And from the New York Times (which I’m pretty sure Pence never reads):

When Donald J. Trump told Hillary Clinton at Sunday’s presidential debate that if he were president, “you’d be in jail,” he was threatening more than just his opponent. He was suggesting that he would strip power from the institutions that normally enforce the law, investing it instead in himself.

Political scientists who study troubled democracies abroad say this is a tactic typical of elected leaders who pull down their systems from within: former President Hugo Chávez of Venezuela, President Robert Mugabe of Zimbabwe, the fascist leaders of 1930s Europe.

Those of us who live in Indiana have learned that, despite ostensibly having attended and graduated from law school, Governor Pence remains…let’s just say “unaquainted” with the U.S. Constitution. His efforts to substitute (his version of) biblical authority for legal and constitutional principles have repeatedly been struck down; the most recent lesson on constitutional governance was delivered by conservative jurist Richard Posner, delivering the Seventh Circuit’s unanimous opinion that the Governor could not exclude Syrian refugees from the state:

[The state’s] brief provides no evidence that Syrian terrorists are posing as refugees or that Syrian refugees have ever committed acts of terrorism in the United States. Indeed, as far as can be determined from public sources, no Syrian refugees have been arrested or prosecuted for terrorist acts or attempts in the United States.”

The policy “is discrimination on the basis of nationality,” Posner concluded in a section that compared Pence’s argument to the argument of a person claiming that it would not be racial discrimination to say that one ‘wants to forbid black people to settle in Indiana not because they’re black but because [the person]’s afraid of them.’”

As Politico noted,

Judge Posner’s opinion was joined by two conservative legal stalwarts, Judge Frank Easterbrook and Judge Diane Sykes — yes, the same Judge Sykes who’s on Trump’s Supreme Court shortlist.

It would be nice to think that Pence might learn something from his repeated losses, but as we all know, he doesn’t believe in evolution, either. It shows.
