It’s Not Just Tennessee

In the wake of heightened attention to Tennessee, triggered by that state legislature’s expulsion of two young Black Democratic members, Politico ran an article examining the increasingly wide rural/urban divide in that state.

Nashville, Tennessee has been booming. It surpassed Austin, Texas, to take the top spot as the Wall Street Journal’s “hottest job market” of 2022. According to research from the Greater Nashville Technology Council, Middle Tennessee’s tech job growth grew by over 50 percent between 2015 and 2020. The “Silicon Valley of the South,” as Nashville has been called, accounts for some 40 percent of the GDP of the entire state. It’s a draw for talent and industry, a boon to the state’s coffers and a cultural gem of the American South.

So why does Tennessee seem so hostile to its own capital city — and greatest economic engine?

That same question could be asked about Indiana’s legislature, which has long been hostile to Indianapolis, despite the fact that the Circle City is very clearly the economic engine of the Hoosier state. For that matter, as the Politico article pointed out, this urban/rural divide is happening all over the country, at every level of government, “in which the preferences of voters often filter through representative bodies whose lopsided majorities don’t really represent the electorate of the state around them.”

Time for yours truly, the broken record: The legislative dominance of rural priorities is due to gerrymandering.

I have written before about the cultural differences that have exacerbated hostilities between rural and urban areas. Rural residents tend to hold more traditional values, to be more conservative and much more Republican, while in today’s America, every urban area over 500,000 is Blue on those ubiquitous political maps. The political divide  exacerbates the cultural divide, and both lead to an increase in hostility between rural and urban residents.

Economic factors also play a role. A large number of rural areas have experienced economic decline in recent years, with fewer job opportunities and shrinking populations.

The differing interests of rural and urban areas ought to lead to legislative compromises. That doesn’t happen, because– thanks to gerrymandering–rural voters exercise disproportionate electoral power. The result is a legislative super-majority that skews even further Right than its rural constituency–and disdains democratic norms and federalist divisions of authority.

As a CNN article reports,

From Florida and Mississippi to Georgia, Texas and Missouri, an array of red states are taking aggressive new steps to seize authority over local prosecutors, city policing policies, or both. These range from Georgia legislation that would establish a new statewide commission to discipline or remove local prosecutors, to a Texas bill allowing the state to take control of prosecuting election fraud cases, to moves by Florida Republican Gov. Ron DeSantis and Missouri Republican Attorney General Andrew Bailey to dismiss from office elected county prosecutors who are Democrats, and a Mississippi bill that would allow a state takeover of policing in the capital city of Jackson.

These efforts by Red states to seize authority over law enforcement in their Blue cities is being fed by two recent, powerful trends.

One is the increased tendency of red states to override the decisions of those blue metros on a wide array of issues – on everything from minimum wage and family leave laws to environmental regulations, mask requirements during the COVID-19 pandemic, and even recycling policies for plastic bags. The other is the intensifying political struggle over crime that has produced an intense pushback against the demands for criminal justice reform that emerged in the nationwide protests following the murder of George Floyd in 2020.

That pushback against crime has a prominent racial component. Overwhelmingly White rural areas–and the Republicans they elect–want to empower police and reduce oversight that they believe impedes effective policing; prosecutors and other politicians in urban areas want to address racial bias in their criminal justice systems, and ensure that their systems are operating on a level playing field.

That particular divide motivated Texas Governor Greg Abbott’s announcement immediately after the jury verdict that he intended to pardon Daniel Perry, who was convicted of intentionally murdering a Black Lives Matter protester. (The jury that convicted Perry hadn’t seen a document that the judge subsequently unsealed, sharing Perry’s references to Black protesters as “monkeys,” and musing about “hunting Muslims in Europe.”)

None of this intended to suggest that rural Americans are all racists, or that all urban dwellers are racially progressive. In fact, the Politico article points out that Republicans representing rural areas tend to be well to the right of their rural constituents on many issues, including guns.

The problem is the systemic distortion that operates to empower the most resentful cohorts of rural voters, who then elect extremists willing to kill their state’s urban “golden goose.”

Resentment isn’t logical.

Suppressing Hoosier Votes

The World’s Worst Legislature is coming to the end of this session, and we are beginning to see just how much damage it has inflicted and on whom.

Governor Holcomb has already signed the bill he described as “clear as mud,” depriving trans children of critically-important medical care. (That the measure was harmful and mean-spirited was clear.)

House bills still in the works will further enrich private (overwhelmingly religious) schools at the expense of the public schools that educate some 90% of Indiana children, although the Senate appears to have reconsidered.

And the Republicans who owe their seats to gerrymandering are passing measures to further suppress the vote.

According to the Cost of Voting study conducted by Northern Illinois University in 2020 Indiana’s restrictive voting laws make casting a ballot in the Hoosier state more difficult than most others. Our ranking was 41st in 2020 and if House Bill 1334 passes, it adds hurdles that are sure to get worse.

Sponsored by Rep. Tim Wesco, R-Osceola, the bill puts additional restrictions on voting by mail in Indiana, even though we already have laws in place that strictly limit access to a mail-in ballot.

The legislation’s worst section has been billed as an attempt to bring consistency to our voting laws by putting the same voter ID requirements in place for absentee-by-mail voting as those for in-person voting. In reality, this legislation is yet another attempt by the Republican supermajority to put additional hurdles in place before voters can access their ballot.

House Bill 1334 would require anyone using a paper form to apply to vote absentee by mail to include a copy of their Indiana driver’s license or include their voter identification number, which the form will suggest is the last four digits of the voter’s social security number.

That’s the first new hurdle that voters will have to scale because many of us don’t know what voter ID number is on file for us and it’s not always the last four digits of our social. This is particularly true for voters who have been registered at the same address for many years. That’s because Indiana didn’t start requiring voter registration applicants to provide any ID number until the early 2000s, when the statewide voter file was created and hundreds of thousands of voters were assigned a random voter ID number.

The author of the article goes on to explain that she is one of those “hundreds of thousands.” She’s been registered at the same address for over 20 years, but has no idea what her “randomly assigned number” might be. Under the just-passed bill, in order to complete all the information that will now be required on an application for an absentee ballot, she would need to contact the Marion County Election Board and get that information from them, inserting another step into the process.

Because I’m hyper-familiar with Indiana voting laws, I’ll know to make that call but most voters won’t have a clue. Instead, they will write down a number that may not match what’s on file for them, and their absentee ballot application will be rejected.  the legislation even anticipates that this problem is going to happen, because it requires a process be in place to “cure” defective applications.

The “cure” requires county voting officials to call the voter, explain the issue, and offer them the necessary information. But as the article accurately notes,

It’s important to remember that because our state puts limits on who can vote by mail, most Hoosiers who cast a mail-in ballot are elderly or disabled. They are least able to jump over new hurdles like providing a copy of a driver’s license or playing guess my Voter ID number with county officials.

That, of course, is the point.

Our Hoosier “Vote Suppression Is Us”legislature isn’t taking any chances. One of the least-understood consequences of gerrymandering is vote suppression– voters who live in districts that are considered “safe” for the party they don’t support are far less likely to cast a ballot. (If they all did, some of those districts wouldn’t be safe.) But just in case grandpa can’t get to the polls in his wheelchair but has the nerve to want to cast a ballot anyway, this legislation will make it much less likely that he will be able do so.

As usual, legislators piously claim that suppression efforts, like Voter ID, are meant to reduce “voter fraud”–a claim that is demonstrably bull****.  All credible evidence–including repeated academic studies–confirms that voter fraud is vanishingly rare.

Members of Indiana’s super-majority are simply intent upon retaining the ability to choose their voters, rather than acquiescing to a basic premise of democracy– the right of voters to choose their representatives.

They’re shameless.

Once More, With (Angry) Feeling…

In case you doubt my repeated assertions that the Republicans controlling Indiana’s legislature are waging all-out war on the state’s public schools, take a look at the current status of bills heading for passage this legislative session.

The budget bill has a 5% increase for public schools in the first year of the two-year budget. That minor increase, however, has to cover the newly “free” textbooks–a requirement that reduces funds left for  everything else (including teacher salaries) by 1.5 to 2%.    

Contrast that with the planned raise in virtual charter school funding in the first year– 18.3%, despite the state’s past unfortunate experience with “virtual” schooling. Or with  voucher schools funding, which is getting a 70% increase, despite the fact that those schools have failed to improve educational outcomes and increased social divisions.

That enormous increase in funding doesn’t come with any increase in accountability–far from it.

The budget also includes $10 million each year for “Education Savings Accounts” (a/k/a vouchers) plus $1.5 million each year for the State Treasurer, to cover program administration. (Interesting that oversight of a purportedly educational program isn’t handled by the Department of Education…)

Then there are the brand-new “Career Scholarship Accounts” that will pay private companies to employ students who will “learn” while they work: $7 million in year one, $14 million in year two. I’m sure it is just a coincidence that one of the sponsors of that particular boondoggle runs a company that stands to benefit handsomely from it….

A recent article from Talking Points Memo pointed out that vouchers are popular with legislators, but not with the public. The author wanted to understand why voucher programs continue to grow despite evidence they do not improve, and often even impede, students’ educational achievement.

Rather than put the question of whether to use public money for private schools before voters, advocates for choice almost always want state legislatures to make the decision instead. That may be because a careful look at the efforts suggests that if it were up to voters, school choice proposals would rarely succeed.

The article went on to describe past results in states that –unlike Indiana–allow citizens to vote on such issues via initiatives and/or referenda. In Indiana, our excessively gerrymandered legislature is not “hobbled” by a mechanism that might allow citizens to weigh in.

A new report by Public Funds Public Schools—a project of the Southern Poverty Law Center (SPLC) and Education Law Center (ELC)—has documented a massive increase in public spending on voucher programs in the decade following the Great Recession.

The report, The Fiscal Consequences of Private School Vouchers, examines the growth in voucher programs and spending in Arizona, Florida, Georgia, Indiana, Louisiana, Ohio, and Wisconsin from fiscal year 2008 through fiscal year 2019. For comparison, the report provides data for per-pupil expenditures on public education in inflation-adjusted dollars for these seven states, as well as the nation’s 43 other states, over this same period.

But it isn’t just money.

Lawmakers aren’t just defunding public education–they are passing bills that make teaching hazardous. In Indiana, Senate Bill 12 will remove the legal defense currently available to school teachers and librarians (who they evidently believe are handing out porn to kindergarten students) and adds yet another mechanism through which parents can challenge school library materials. 

House Bill 1407 is one of the numerous, misnamed “parental rights” bills targeting trans children; it opens the door for litigation against schools, teachers and other government employees who might exhibit a modicum of compassion for these children.

Then there’s House Bill 1608, providing that “no employee, nor a third-party school vendor may provide any instruction to a student in K-3 on human sexuality.” 

An employee or staff member of a school may only use a name, pronoun, title, or other word to identify a student that is inconsistent with the student’s biological sex as either male or female based on genetics and reproductive biology at birth if the student is emancipated or a parent requests in writing the use of the specific name, pronoun, title or other word to identify the student.

There’s much more, but you get the gist: our state lawmakers–few of whom have any background in education (or medicine, when it comes to issues of gender dysphoria)–are engaged in an all-out war on our  public schools and the people who teach in them.

Hoosier Legislators are pouring our tax dollars into the coffers of religious schools–and now, “connected” businesses–despite years of evidence disproving the original justifications for vouchers. They are weaponizing state laws in order to provide legal tools to the rightwing activists working to overrule the documented preferences of large majorities of parents who have children in those schools. 

These culture warriors don’t care what their constituents think, but you should call them anyway.

Poverty

What is poverty?

The usual measure is economic. Those who don’t fall into that category tend to accept data reported by government agencies, but a recent article from the Indiana Capital Chronicle points out that Hoosiers with income inadequate to meet basic needs “is much higher and more extensive in Indiana than official counts would suggest — particularly among working, single mothers of color.”

The Overlooked and Undercounted report commissioned by the Indiana Community Action Poverty Institute analyzed how wages failed to keep pace even as expenses to families increased – namely food, shelter, health care, transportation and child care costs.

However, federal and state governments continue to use a measure that defines poverty based on one cost alone – food – and doesn’t account for increases in other categories.

This is hardly a surprise. I’ve previously posted about the ALICE research conducted by Indiana’s United Ways.

AlLICE is an acronym for Asset Limited, Income Constrained, Employed. ALICE households have income above the official federal poverty level, but below reality– the actual, basic cost of living. The first report, issued in 2014, was eye-opening. Researchers found that

  • More than one in three Hoosier households cannot afford the basics of housing, food, health care and transportation, despite working hard.
  • In Indiana, 37% of households live below the Alice threshold, with some 14% below the poverty level and another 23% above poverty but below the cost of living.
  • These families and individuals have jobs, and many do not qualify for social services or support.
  • The jobs they are filling are critically important to Hoosier communities. These are our child care workers, laborers, movers, home health aides, heavy truck drivers, store clerks, repair workers and office assistants—yet they are unsure if they’ll be able to put dinner on the table each night.
  • For families living on the edge, families struggling just to put that dinner on the table, saving money is a pipe dream. There is nothing left to save. So these families are vulnerable to any unexpected expense—a car repair, an uninsured illness, even an unexpectedly high utility bill can be enough to plunge them into debt or worse.

For obvious reasons, families falling into this category struggle to find the time and energy to participate in civil society, or to engage in the kinds of information-gathering necessary to create informed voters. Financial poverty is all too often so overwhelming a challenge that the other “riches” that most of us take for granted–social, civic, intellectual–are simply beyond reach.

The United Way report was updated in 2016 and again in 2018. It probably won’t surprise you that ALICE’s situation didn’t improve. In 2018, I wrote

As the researchers point out, traditional measures of poverty don’t capture the real picture–the number of people who are struggling financially because the actual cost of life’s necessities where they live is more than they earn.

Indiana, for example, has 2,530,581 households. Thirteen and a half percent of those households fall below the official poverty line–but another 25.2% fall between the poverty line and the ALICE threshold. That’s 38.7% of Hoosiers who face a constant, debilitating struggle for economic survival….

The stress experienced by impoverished and ALICE families isn’t just financial: struggling people live in poorer neighborhoods that are less safe and less healthy. They lack the time and resources that permit other citizens to participate in civic and political life–and as a result, their voices aren’t heard–or their needs considered– in most public policy debates.

As the ALICE reports have emphasized, ALICE folks are in large part the workers that we more privileged folks rely upon for a multitude of essential services. Evidently, we aren’t willing to pay a living wage to the people who provide those services. (There’s a parallel here with our unwillingness to pay taxes adequate to support the public services we demand.)

The irony is, we pay in other ways. As the ALICE reports and the  Business Journal series document, there are significant social costs to a system that leaves so many hard-working people behind.

Dismissing the struggle of ALICE families as a consequence of laziness or lack of ambition is a sign of moral obtuseness–when it isn’t intentionally self-serving. When you tell people to pull themselves up by their bootstraps, you should probably check to see if they have any boots.

The Capital Chronicle found that Hoosier families struggling to make ends meet are “neither a small nor a marginal group, but rather represent a substantial proportion of households in the state”… More than one in four Indiana households lacks enough income to meet basic needs.

Meanwhile, we punish poverty. Effective state and local tax rates start at 11.4 percent for the poorest 20 percent of Americans, fall to 9.9 percent for the middle 20 percent, and then decline to 7.4 percent for the top 1 percent.

After all,  ALICE folks can’t afford lobbyists.

Public Schools And Parents

When the movement for school vouchers first began, proponents insisted that a “free market” in education would improve outcomes–that children no longer confined to those failing “inner city” schools would emerge better-educated. They tended to ignore pesky concerns about transportation, fly-by-night “education entrepreneurs” and the inconvenient fact that public schools serving rural folks who had no private options were losing resources so that urban kids could attend primarily religious schools.

As the years went on, numerous credible research projects showed that the magic of the market had unaccountably failed. Voucher students not only didn’t perform better, they mostly lagged behind their public-school peers.

That was inconvenient, but the intrepid opponents of American public education weren’t about to let a little thing like poor educational outcomes keep them from realizing their goals: destroying teachers’ unions, evading Separation of Church and State, and enriching donors from the for-profit education sector. So proponents pivoted from test scores to the horrors of “woke” instruction: assertions that the public schools were “indoctrinating” children by teaching them accurate history and –horrors!!–letting them read “woke” books.

The battle cry this time was “trusting and empowering parents” whose Christian family values were being undermined. It turns out, however, that a majority of parents are satisfied with their “woke” public schools.

As an article from the American Prospect explains. there was considerable discontent with school closures during the pandemic, and early successes by reactionary parent groups built on that discontent. Then they over-reached.

The new culture war over the future of education is a stalking horse for the same old battle over school choice. The not-too-hidden goal of denigrating public schools is to weaken support for teachers and their unions, and to redirect funds into school vouchers and other programs that pummel public education even further.

Polling conducted by the American Federation of Teachers in mid-December found that the culture-war framing was unpopular. Instead, voters and parents saw strong academic, critical reasoning, and practical life skills as most important, when compared to anti-wokeness. Furthermore, among the sample group, when given the option between improving public education and giving parents more school choices, 80 percent preferred improving public schools. Most revealing was that two-thirds of voters said that culture-war battles distracted public schools from their foremost role: educating students.

The article noted that even some Republican state legislators resist efforts to privatize education.

In Iowa, nine Republicans in the House, and three in the Senate, voted against a bill that would pull $345 million of taxpayer money over a four-year period into family private-school costs. Thanks to the margins in the Iowa legislature, the bill still passed. The state’s education department expects it would include an additional drop of $46 million from public-school funding as a result…

One Iowa Republican who opposed the measure  told the Des Moines Register that he represented a “very Republican, very conservative district” –and that his constituents were opposed to the measure.

The article also referred to the earlier experiment in Kansas under Gov. Sam Brownback that led to a reversal of the cuts and the election of a  Democratic governor now serving her second term.

Diverting resources to voucher and “scholarship” programs has reduced funding for public school teachers, as well as for extracurricular activities, English-as-a-second-language programs, special-education programs, school bus drivers, janitorial services, and coaches. Those cuts most definitely are not in the public interest, nor are they desired by the vast majority of parents.

As NPR has reported:

Math textbooks axed for their treatment of race; a viral Twitter account directing ire at LGBTQ teachers; a state law forbidding classroom discussion of sexual identity in younger grades; a board book for babies targeted as “pornographic.” Lately it seems there’s a new controversy erupting every day over how race, gender or history are tackled in public school classrooms.

But for most parents, these concerns seem to be far from top of mind. That’s according to a new national poll by NPR and Ipsos. By wide margins – and regardless of their political affiliation – parents express satisfaction with their children’s schools and what is being taught in them…

In the poll, 76% of respondents agree that “my child’s school does a good job keeping me informed about the curriculum, including potentially controversial topics.”…

Just 18% of parents say their child’s school taught about gender and sexuality in a way that clashed with their family’s values; just 19% say the same about race and racism; and just 14% feel that way about U.S. history.

Vouchers don’t improve education, and a small minority of parents is dissatisfied with the curricula in their children’s schools. But in Indiana, evidence is irrelevant. Republican legislators are pushing hard to expand an already-generous voucher program.

They need to explain just who they are representing–and why.
