Why Research Matters

When I joined the faculty of Indiana University after decidedly non-academic stints as a lawyer, real estate developer and  ACLU executive director, non-university friends would often question the institutional obligation to devote considerable time and effort to research. They questioned the reason so many institutions of higher education pursue a “publish or perish” criterion for  tenure (and a number didn’t understand why we had tenure, either).

I’ll leave my fairly robust defense of tenure for another time, but in the face of Trump’s unprecedented assault on universities, the New York Times recently ran an editorial explaining the critical importance of scholarly research.

The editorial began by explaining that what we are seeing is typical of authoritarianism:

When a political leader wants to move a democracy toward a more authoritarian form of government, he often sets out to undermine independent sources of information and accountability. The leader tries to delegitimize judges, sideline autonomous government agencies and muzzle the media.

One of those “independent sources of information” is, rather obviously, scholarship. As the editorial points out, academic researchers pursue the truth–empirical facts– and that can present a threat to those in authority. Putin and Erdogan have closed universities, Modi’s government has arrested dissident scholars, and Orban has appointed loyal foundations to run universities.

Mr. Trump’s multifaceted campaign against higher education is core to this effort to weaken institutions that do not parrot his version of reality. Above all, he is enacting or considering major cuts to universities’ resources. The Trump administration has announced sharp reductions in the federal payments that cover the overhead costs of scientific research, such as laboratory rent, electricity and hazardous waste disposal. (A federal judge has issued a temporary restraining order against those cuts.) Vice President JD Vance and other Republicans have urged a steep increase of a university endowment tax that Mr. Trump signed during his first term. Together, these two policies could reduce the annual budgets at some research universities by more than 10 percent.

There is public dissatisfaction with the very real problems of America’s universities, and the editorial goes into considerable detail about the current deficiencies and problems of those institutions. But as it also notes, just as with Trump’s approach to trade, government waste, and immigration, the administration’s “solutions” won’t ameliorate or address the real problems. It will make things much worse.

The American higher education system, for all its flaws, is the envy of the world, and it now faces a financial squeeze that threatens its many strengths — strengths that benefit all Americans.

Chief among them is its global leadership in medical care and scientific research. American professors still dominate the Nobel Prizes. When wealthy and powerful people in other countries face a medical crisis, they often use their connections to get an appointment at an American academic hospital. For that matter, some of the same Republicans targeting universities with budget cuts seek out its top medical specialists when they or their relatives are ill.

American leadership in medical and scientific research depends on federal money. Private companies, even large ones, typically do not conduct much of the basic research that leads to breakthroughs because it is too uncertain; even successful experiments may not lead to profitable products for decades. Mr. Trump’s planned funding cuts are large enough to force universities to do less of this research. The list of potential forgone progress is long, including against cancer, heart disease, viruses, obesity, dementia and drug overdoses. And there will be costs beyond the medical sector. There is a reason that Silicon Valley sprang up next to a research university.

The Times is right to say that we need to speak–loudly and publicly– about why universities matter, to point to the many ways in which higher education and research promote public health, economic growth and national security. It’s also important to recognize that universities are the largest employers in some regions. And for many Americans, universities have been “an unmatched, if imperfect, engine of upward mobility that can alter the trajectory of entire families.”

Thus far, too many academic officials have been timid and quiet in the face of this assault. That needs to change.

College presidents do not need to become pundits. But they do need to defend the core mission of their institutions when it is under attack. University leaders would help themselves, and the country, by emerging from their defensive crouches and making a forthright case for inquiry, research, science and knowledge.

This administration is waging war on science and knowledge. It’s a war we cannot let them win.

There’s More….

Yesterday, I shared some of the disturbing proposals of Project 2025, but of course, a document of nearly 1000 pages includes many other terrifying “ideas.”  The New Republic has listed several, gleaned from an advance copy of the book by Kevin Roberts, who captained the Project for the Heritage Foundation.

There’s good reason publication of the book has been delayed until after the election.

Dawn’s Early Light has all the misplaced confidence of a movement that’s mistaken a 6–3 Supreme Court and an easily played New York Times op-ed page for some kind of mandate. The party that has won the popular vote in a presidential election exactly once in the last 35 years is not popular, and people do not want what they’re selling. When your only path to power consists in gerrymandering and shaving tight victories in a few key swing states while the opposition runs up the margins nearly everywhere else, you might try for some soul-searching about why people don’t like you, but Roberts and his Heritage Foundation have instead opted for violent threats, claiming a “second American revolution” is coming that will remain “bloodless” only “if the left allows it to be.”

The book details the Project’s enemies: public schools, China, godlessness, and government regulations are prominent, but the Project proposes widespread destruction of numerous other American institutions.

“Every Ivy League college, the FBI, the New York Times, the National Institute of Allergy and Infectious Diseases, the Department of Education, 80 percent of ‘Catholic’ higher education, BlackRock, the Loudoun County Public School System, the Boy Scouts of America, the Bill & Melinda Gates Foundation, the World Economic Forum, the Chinese Communist Party, and the National Endowment for Democracy.”

What is the plan to enact this bloodletting? While there are sops to Ronald Reagan throughout, Dawn’s Early Light is clear that the era of small government is over; Roberts thinks government should be the change he wants to see in the world. The New Conservative Movement, as he terms it, will use the federal government as a bludgeon against any and all of its cultural and economic foes, while the small-minded small government folk are derided throughout as “wax-museum conservatives.”

Roberts wants government to force American to embrace his vision of “Faith, Family, Community, and Work.” And–not surprisingly–“Faith” means Christianity.

Policies that encourage religious observance, such as Sabbath laws and voucher programs that include religious schools, should be encouraged. American society is rooted in the Christian faith—certainly public institutions should not establish anything offensive to Christian morals under the guise of “religious freedom” or “diversity, equity, and inclusion.”

As I noted yesterday, Roberts reserves special animus for reproductive freedom, especially the birth control pill–which he wants to outlaw.

“The birth control pill,” he tells us, “was the product of a decades-long research agenda paid for by the Rockefeller Foundation and other eugenicist and population control-oriented groups.” These eugenicist-sponsored technologies, Roberts believes, are the true culprits, for they “shift norms, incentives, and choices, often invisibly and involuntarily,” making us think we want something that we in fact don’t.

Even a thing you might think the pro-birth crowd might like, like in vitro fertilization—which produces babies!—is not good in Roberts’s view….

This technological conspiracy, where every modern convenience from the Pill to the Playstation is keeping us from our God-given duty to be fruitful and multiply, must be fought at every level—from government tax policy and regulation (to encourage stay-at-home mothers) to pro-family technologies (like Tinder rival “Keeper,” a dating app whose mission is to “end human loneliness by giving everyone the opportunity to start a happy, healthy family”).

The article has much more of this insane world-view. (I just learned that Heritage wants to end government’s hard-won new ability to negotiate drug prices, something that just saved seniors and government billions!) But you might also be wondering how these lunatics plan to sell their vision to an American public unlikely to favor their version of utopia.

Pro Publica has answered that. It’s reporters uncovered “training videos” produced for Project 2025’s proponents/salespersons.

“Eradicate climate change references”; only talk to conservative media; don’t leave a paper trail for watchdogs to discover. In a series of never-before-published videos, Project 2025 details how a second Trump administration would operate.

The videos have strategies for avoiding Freedom of Information Act disclosures, for ensuring that conservative policies aren’t struck down by “left-wing judges,” and for “radically changing how the federal government works and what it does.”

This entire enterprise is delusional. It entirely ignores the existence of a robust contemporary culture that would resist a U-turn to the 1950s (or, really, the 1850’s).

Project 2025 accurately reflects the MAGA worldview. Sane people must defeat it in November.

The Cost Of Bureaucracy

Among the opinion writers I read more or less regularly, David Brooks stands out as one of the most annoying. Three times out of five (okay, that’s just a statistical guess), I find him patronizing, preachy and un-self-aware. But then, in those other two columns, he addresses real issues and does so perceptively.

The column that prompted today’s post is one of the latter. In it, Brooks considers what he calls the “growing bureaucratization of America.” His first paragraph sets out his thesis/observation:

Sometimes in this job I have a kernel of a column idea that doesn’t pan out. But other times I begin looking into a topic and find a problem so massive that I can’t believe I’ve ever written about anything else. This latter experience happened as I looked into the growing bureaucratization of American life. It’s not only that growing bureaucracies cost a lot of money; they also enervate American society. They redistribute power from workers to rule makers, and in so doing sap initiative, discretion, creativity and drive.

As regular readers of this blog know, a couple of years ago I retired from a position as a college professor, a cog in what has to be one of the most prominent examples of the trend Brooks is exploring–a university. I still recall a conversation with a colleague who had preceded me in the trip from “real life” job to the groves of academe. She warned me that what would drive me insane was the utter lack of urgency I would encounter. She was right–if an identified problem was considered really urgentit might get addressed in a year or two. Universities are very bureaucratic.

Brooks proceeds to provide the requisite overview:

Over a third of all health care costs go to administration. As the health care expert David Himmelstein put it in 2020, “The average American is paying more than $2,000 a year for useless bureaucracy.” All of us who have been entangled in the medical system know why administrators are there: to wrangle over coverage for the treatments doctors think patients need.

The growth of bureaucracy costs America over $3 trillion in lost economic output every year, Gary Hamel and Michele Zanini estimated in 2016 in The Harvard Business Review. That was about 17 percent of G.D.P. According to their analysis, there is now one administrator or manager for every 4.7 employees, doing things like designing anti-harassment trainings, writing corporate mission statements, collecting data and managing “systems.”

He also acknowledges the pre-eminence of higher education in the bureaucratization of American life. The following paragraph didn’t surprise me:

This situation is especially grave in higher education. The Massachusetts Institute of Technology now has almost eight times as many nonfaculty employees as faculty employees. In the University of California system, the number of managers and senior professionals swelled by 60 percent between 2004 and 2014. The number of tenure-track faculty members grew by just 8 percent.

The rest of the column is devoted to multiple examples of bureaucratic growth and a wide variety of mostly unfortunate and worrisome consequences.

Brooks doesn’t address what is impelling the growth of bureaucracy, or what steps we might take to reverse it. He also doesn’t address what I have long thought to be a glaringly selective response to the phenomenon: Americans are absolutely obsessed with the ways bureaucracy impedes and complicates the work of our various government agencies–but seem not to recognize that the same situation impedes the efficient operation of corporations, large nonprofit organizations and educational institutions.

Sociologists and anthropologists can probably shed light on the reasons for the nation’s increasing bureaucratization. My own hunch–and it’s only a hunch–is that it’s prompted in part by what Brooks calls a desire for “safety first,” a desire to avoid possible dangers. (I also have a sneaking suspicion that it represents a reaction to America’s very litigious society–an effort to avoid the threat of lawsuits by demonstrating the lengths a company or organization has gone to avoid various foreseeable harms.)

Brooks thinks that resentment of the increasingly bureaucratic nature of our society is one of the things motivating MAGA folks. Maybe–although most credible studies attribute pro-Trump MAGA sentiment primarily to racial grievance, not a more generalized impatience with bureaucracy. (MAGA attacks on universities and corporations are focused on that hated DEI, after all, not the number of administrators and managers.)

I tend to think that the growth of bureaucracy is a phase–something that will abate when, and if, civil society sorts itself out and Americans grow up. Think of today’s America as a teenager, needing rules and structure to balance out those raging hormones….

Jim Banks And The GOP War On Education…

In case you think I’ve been exaggerating about the Republicans making war on education…more evidence has emerged.

According to a report from CNBC, House Republicans have a long-term plan to strip so-called “elite” universities of government funding and federal student loan dollars.

The plan was communicated to a group of business leaders during a private Zoom call last Friday with Indiana’s MAGA Republican Congressman, Jim Banks.

“The hearing was the first step,” said Banks. “The second step is the investigation, the subpoenas, gathering all of the documents and the records,” he said. “Third, that’s when we defund these universities.”

A recording of the call was provided to CNBC by an attendee who requested anonymity in order to share a private conversation.

Banks’ frank description of lawmakers’ plans offers a previously unreported window into at least some members of Congress’ long-term goals with regards to at least two Ivy League universities and MIT, another elite college. House Education Committee chair, Rep. Virginia Foxx, R-N.C., said in an interview on NewsNation that the committee is also looking at Columbia and Cornell University.

Banks has also embraced the idea of taxing college endowments; he has endorsed a bill introduced by Senator J.D. Vance of Ohio that would impose a tax of 35% on college endowments worth over $10 billion.

The legislation has little chance of passing the current Democratic majority Senate, or of being signed into law by President Joe Biden. But if there is a Republican in the White House and a GOP-controlled Senate in 2025, the calculus could be very different.

As the article notes, the fallout from a bill like Vance’s wouldn’t be limited to Harvard, Penn and MIT. Yale, the University of Notre Dame, Columbia University, the University of Chicago and Duke University all have endowments worth more than $10 billion, and they use earnings from those endowment dollars to subsidize tuition and fees for students who otherwise could not afford to attend.

Furthermore, all universities–not just the elite ones– rely on significant federal funding,  because so many students pay their tuition via federal financial aid. That aid accounts for the lion’s share of federal dollars that go to colleges and universities.

In 2018, 65% of the $149 billion total in federal funds received by institutions of higher education went toward federal student aid. This covers scholarships, work-study and loans given to students for their educational expenses, according to USAFacts, a nonprofit site that collects government data.

Jim Banks–aka “Focus on the Family’s Man in Washington“–wants to be the next U.S. Senator from Indiana. During his tenure in the House, he has made most of his agenda very, very clear: a federal ban on abortion with no exceptions; no recognition of, or help for, trans children; no restrictions on gun ownership; no affirmative action or other recognition of the effects of racial disparities (he wants to ban DEI programs); no funding for Ukraine, and–as this last bit of news confirms– a constant war on education.

Jim Banks is a theocrat’s wet dream. A Hoosier version of Marjorie Taylor Greene. No wonder Donald Trump has endorsed him.

The voters of Indiana absolutely cannot send this specimen of Christian Nationalism to the Senate.

I have posted before about Marc Carmichael, who will be the Democratic nominee. Marc is the absolute antithesis of Jim Banks–a thoroughly nice person who actually wants to do the job and who supports policies that used to be considered mainstream: a woman’s right to control her own reproduction; sensible gun safety laws; rational immigration reform; support for public education; and many others. Even in Red Indiana, if voters know both candidates–if they know who they both are and what they both stand for, Marc Carmichael will be the next U.S. Senator from Indiana. The only impediment to getting that information out to the voters would be inadequate funding.  So once you’ve confirmed the accuracy of my descriptions of these candidates–please send Marc a contribution! (And tell all your friends and families.)

Progressive voters in Indiana have complained for years that the Democrats haven’t produced strong candidates willing and able to take on the GOP culture warriors. This year, they have nothing to complain about–Jennifer McCormick, running for Governor, is first-rate, and Destiny Wells, running against our embarrassing, ethically-challenged Attorney General Todd Rokita is equally excellent. The candidates they will face–no matter who emerges from the current GOP gubernatorial mudslinging contest–are all MAGA enthusiasts, and worse than substandard.

The time has come to overcome progressive defeatism, and prove that there really is more than corn in Indiana!

I Agree With All Of This

Institutions of higher education are under sustained attack by self-described “anti-woke” culture warriors, and those attacks understandably generate a protective response from those of us who value scholarship. That instinctive defense, however, shouldn’t morph into claims that all is well on the nation’s campuses.

All is not well. I say that as someone who spent the last 21 years of her work life on a university faculty.

Unfortunately, the current, contending critiques of college life are unproductive, because they occur within different realities. The crazed Right (DeSantis, et al) attacks scholarship itself, insisting that, to the extent instruction fails to support their preferred world-view, it is illegitimate.

They are wrong, and they are dangerous, but that doesn’t mean there aren’t problems in the groves of academe. I recently came across an enumeration of those problems a litany with which I entirely agree.

The linked Persuasion essay begins by reminding readers of the multiple, manifestly important contributions of the nation’s “more than 3700 colleges and universities.”

But then come the admissions:

But yes, higher education is deeply screwed up. College is way too expensive, costing twice as much, in real dollars, as it did in 1990, nearly three times as much as it did in 1970. Half of students—half!—fail to graduate within six years. Teaching sucks, and always has. Too much of it is done by adjuncts and other contingent instructors, who now make up three quarters of the faculty. There are far too many administrators—deans and deanlets and directors and diversocrats—peddling far too much administrative bullshit. Academic standards are abysmal. Between 1963 and 2013, average GPA rose from 2.5 to 3.15, even as the number of hours spent studying fell by half over roughly the same period. Selective institutions, the ones that produce our elite, are wildly class-stratified. At the top 200 schools, two-thirds of students come from the highest quarter of the income distribution, less than one-sixth from the lower half; at 38 schools, including most of the Ivies, more students come from the top 1% than from the bottom 60%.

it’s relatively easy to generate complaints, but the author, William Deresiewicz, also offers “fixes.”

First, make public college free. We used to do this. (We still do it for K-12, and no one thinks twice.) If you’re old enough, you remember when people were able to put themselves through school with a part-time minimum-wage job. The University of California, the greatest public system in the world, charged no in-state tuition before the 1970s. Neither did the City University of New York, home to City College, known for decades as “the poor man’s Harvard.” The idea that free college would be a giveaway to the rich, because only the rich go to college, gets it exactly backwards. Part of the reason that only the rich go to college—or, at least, go disproportionately to college—is because it costs so much….

Next, reverse the tide of adjunctification by tripling (at least) the tenure-track faculty. We shouldn’t have adjuncts at all, except for the limited purpose—to enable working professionals to teach the occasional course—for which they were originally intended. Adjuncts are paid like baristas, worked like farmhands, and treated like Kleenex. Their use is bad for students, bad for morale, and bad for recruitment into the profession.

There’s more. As he says, we need to make sure that professors actually know how to teach. (Doctorates focus on research, not pedagogy.) Cost-cutting would include dramatically  reducing administrative staffs and capping the salaries of the remainder at the level of senior faculty. He’d eliminate intercollegiate athletics altogether– “Let the NBA and NFL (and WNBA and NWSL) pay for their own minor leagues.” And, finally, no more “amenities”: no luxury dorms, no climbing walls, no dining halls with carving stations.

His most important “fix,” in my opinion?

Most obviously, the “input” has to be improved. As of now, some 40-60% of entering students—another stunning figure—need remediation. Colleges, in other words, especially community colleges, are being tasked with giving freshmen the education that they should have received in high school. Improving K-12 (a monumental undertaking of its own) would also help reverse another dismal trend: credential creep. If a high school diploma actually meant something, employers wouldn’t feel the need to ask for quite so many bachelor’s degrees, and fewer people would have to go to college in the first place…  And, of course, we need to rebuild vocational education—trade schools, training kids for high-skills, high-wage manual labor—in both high school and beyond.

In other words, let’s step back and remember what colleges are for–not job training, but intellectual exploration and expansion– inquiries that allow humans to learn and grow and successfully navigate an information environment produced by those who are “flooding the zone with shit.”
