That Urban/Rural Divide

There are lots of ways to “slice and dice” human populations (and unfortunately, we humans excel in exploiting and magnifying those differences). One dividing line that has not gotten the attention it deserves is the one between inhabitants of rural and urban America.

As the authors of a famous rant–The Urban Archipelagopointed out some years back, America’s cities are big blue dots, many of which are swimming in red seas. For many reasons, people who live in more densely populated areas tend to be more supportive of the institution of government, and less likely to respond to political attacks on its legitimacy. (To take just one example, people who regularly pick up a rifle and go hunting look at gun control issues differently than people worrying that their children will be victims of a drive-by shooting or be on the wrong end of a Saturday-night special.)

That these differences lead to different behaviors at the polls is no surprise; the political problem, however, is that our current method of drawing electoral districts significantly advantages rural areas–at the same time that those areas are rapidly losing population to urban America.

Take Indiana. As Michael Hicks recently reported

In last month’s population report, the number of shrinking counties rose to 54, and those growing faster than the nation as a whole rose to 14. That left 24 counties in relative decline. All the growth is happening in urban places, and all the decline is in rural or small town Indiana. It has been this way for half a century, but the pace is accelerating. This population redistribution matters deeply for Indiana’s health through the 21st century.

Cities grow for simple reasons that cannot be duplicated in rural areas no matter how wishful the thinking. Through the forces of agglomeration, each 5.0 percent growth in population causes GDP per worker to rise by roughly 1.0 percent. This leads to higher wages that in turn attract more educated workers to urban areas, which further boost productivity. In cities, workers combine to be more productive overall than the sum of their individual skills. Economists call this phenomenon ‘increasing returns.’

The phenomenon Hicks reports on is being replicated all over the world, and if the social science research is to be believed, the flow of population from farm to metropolitan area is unlikely to reverse any time soon.

This population distribution creates a real problem for a political system ostensibly based on “one person, one vote.” I have posted previously about gerrymandering, but even when the process of creating districts is fair, our human tendency to move to areas where people are like-minded results in “packed” districts that generate so-called “wasted votes”–a migratory process that Bill Bishop has called The Big Sort. 

It isn’t only that the urban dweller’s vote counts less, troubling as that is.

Municipal areas are the drivers of state economies, but in states like Indiana, the urban economy is still in thrall to decisions made by a predominantly rural legislature. Unsurprisingly, tax policies and distribution formulas favor rural areas with diminishing populations over growing urban and suburban communities, and culture war bills like the recent anti-gay measures in North Carolina and Mississippi typically pass with the votes of rural representatives unconcerned that such measures trigger boycotts that hurt urban enterprises owned by people who generally opposed them.

People living in a downtown high-rise deserve to have their votes matter as much as the votes of people living on a farm. Even more importantly, they deserve to have their laws made by people who understand the needs and realities of city life.

We need to do something to level the playing field, but I’m not sure what that something is.

An Attack on Cities

It is not news that demographic data poses long-term problems for the GOP–at least unless the party returns to its more responsible roots. For a decade or more, pundits have pointed to the disaffection of Latinos and other immigrant populations, the continuing Democratic self-identification of African-Americans, and the reduced religiosity and increasing social liberalism of younger Americans–characteristics that correlate with voting Democratic.

What has been less remarked-upon is the widening urban/rural political divide. In our familiar red/blue political map, cities are dots of blue in even the reddest states. And in America, as elsewhere, people are increasingly moving to the cities.

The political dilemma this poses for Republicans is obvious. Thus far, the party has responded with efforts to make it more difficult for poor people and minorities to cast their ballots, and (in states they control) with aggressive gerrymandering  aimed at diluting urban political power. (And yes, Democrats, in states they control, gerrymander too.)

Now, Ed Blum–who brought Shelby County v. Holder, the case that resulted in the gutting of the Voting Rights Act– is asking the Court to redefine “one person, one vote.”

Is Congress’s job to represent people, or just voters? Currently, all states are required to redraw their political boundaries based on the Census’s official count of total population every 10 years, which includes minors and noncitizen immigrants. But the Texas plaintiffs argue that states should be allowed to apportion seats based on where only U.S. citizens over 18 years of age live…..

A move toward counting only eligible voters, as logistically difficult as it may be, would drastically shift political power away from the urban environs with minorities and noncitizens, and toward whiter areas with larger native-born populations. That’s bad news for Democrats: Of the 50 congressional districts with the lowest shares of eligible voters, 41 are occupied by Democrats (nearly all are Latino-majority seats). Meanwhile, of the 50 districts with the highest shares of eligible voters, 38 are represented by the GOP.

Those “logistic difficulties” would be substantial, with opportunities for all sorts of mischief; the blog FiveThirtyEight notes that calculating the number of eligible voters would “require statistics that no one has.” (In a rational world,  Evenwel v. Abbott would never have made it to the Supreme Court for that reason alone.)

What this lawsuit really  highlights is that the partisan division between today’s Republicans and Democrats is also geographic, with Republicans primarily rural and Democrats, urban. (Of course there are Republicans in cities and Democrats on farms, but they are the outliers.) The problem for the GOP is that the U.S. population is increasingly urban–city dwellers vastly outnumber rural folks, and movement into metropolitan areas continues to accelerate. The problem for Democrats (and city dwellers) is that state governments are still largely controlled by rural interests, thanks to legal structures originally created for an agrarian nation.

There are plenty of flaws in the arguments advanced in Evenwel–practical, democratic and legal–and election law experts are quite properly focusing on those flaws. But at its root–and at the root of the increasingly hysterical attacks on “elitists” and “intellectuals” and “progressives”–is rejection of the values and diversity and complexity that characterize modern urban life.

That hysteria may attract insecure folks for a while, but over the long haul, resentment isn’t a viable political strategy.

This Isn’t Democracy…

Vox and several other sources recently reported on the composition of the incoming Congress, noting that “winning” can no longer be defined as “getting the most votes.”

On Tuesday, 33 US senators elected in November will be sworn in by Vice President Joe Biden — including 12 who are new to the chamber. The class includes 22 Republicans and 11 Democrats, a big reason why the GOP has a 54-46 majority in the Senate overall.

But here’s a crazy fact: those 46 Democrats got more votes than the 54 Republicans across the 2010, 2012, and 2014 elections. According to Nathan Nicholson, a researcher at the voting reform advocacy group FairVote, “the 46 Democratic caucus members in the 114th Congress received a total of 67.8 million votes in winning their seats, while the 54 Republican caucus members received 47.1 million votes.”

The writer used these numbers to make the point that the Senate–a body to which all states, large or small, send two senators–is undemocratic.

I want to make a different point, and one that I find much more troubling. The Senate, after all, was intended to be less representative than the House. We may disagree with those initial choices, but in the case of the Senate, the system is working as designed.

When it comes to Congress and the nation’s statehouses, however, “one person, one vote” is no longer an accurate description of American elections. We have disenfranchised urban voters, and given control of the country’s policymaking to rural America.

In the 2012 Congressional elections, Democratic candidates for the House received over a million more votes than Republicans, yet the GOP easily retained control. In state after state, rural voters have a disproportionate voice–drowning out the political preferences of  urban inhabitants–partially as a result of gerrymandering and partially as a result of residential “sorting.”

The first Constitution counted African-Americans as 2/3 of a citizen [update: my bad. Slaves were 3/5ths, not 2/3ds]. Today, we count people in cities (where, I’m sure coincidentally, most minorities still live) as 2/3ds of a voter.

I don’t know what you call that, but it isn’t democracy.

Some Voters Matter. Some Don’t.

According to a recent Pew analysis, only one out of every seven Congressional Districts was competitive in 2011.

Much of this lack of competitiveness is due to gerrymandering, of course–a matter I’ve discussed in previous posts. But much of it is due to the demography of 21st Century America and a phenomenon of voluntary “sorting.” Americans choose to live in places where they are culturally comfortable. Some choose rural areas, and others of us gravitate to  what has been dubbed the “Urban Archipelago“–a reference to political maps showing chains of “blue” urban islands in states that are otherwise rural and red. Urban dwellers tend to be more diverse, more socially progressive, less hostile to government and more willing to “live and let live.” These days, that is a description of people who vote Democratic.

There are also roughly twice as many Americans living in cites as there are in rural areas.

If we really had “one person, one vote,” the policy preferences of the vast majority of Americans who occupy urban areas would be reflected in Congress. But of course, we don’t–and as a result, the 19th Century attitudes of farmers and small-town denizens continually trump the needs and desires of 21st Century citizens.

It would take a swing of 17 seats to wrest control of the House from the “Party of No.” In a sane world, where votes reflected the wishes of the majority, a shift that small would be likely.

In our broken system, it will take a miracle.

It’s Who You Know

There’s an old saying to the effect that it isn’t what you know, it’s who you know. There’s a lot of truth to that, and it’s why cities are so important.

The other day, I read one of those pious rants from a privileged old white guy–it may have been Charles Koch–about how the minimum wage is bad for poor people because it makes them dependent. It’s easy enough to mock people who see no connection between the government goodies they enjoy–the business subsidies and tax breaks and the like–and government rules that benefit poorer folks–but these lectures betray another aspect of their cluelessness. I’d be willing to bet that Charles Koch and his ilk don’t really know any poor people.

They may have servants who are poor, of course. But that’s a lot different than living in a economically diverse neighborhood, or riding public transportation with an assortment of city dwellers, or having your kids go to school with children from varied backgrounds.

Even in cities, of course, we see increasing economic segregation. But there was a lot of truth to that wonderful old rant The Urban Archipelago —

Look around you, urbanite, at the multiplicity of cultures, ethnicities, and tribes that are smashed together in every urban center (yes, even Seattle): We’re for that. We’re for pluralism of thought, race, and identity.

The real virtue of urban diversity is that it bestows a larger framework for understanding the world and the variety of people who populate it. If your only contact with “poor people” is on television or through the writing of ideologically compatible pundits–if you view “them”only from the comfort and distance of your gated community,or through the window of your air-conditioned Mercedes– it’s easy to make assumptions about their lives and habits.

Many years ago, when my sons were in high school (Tech, in downtown Indianapolis), a girl began calling my middle son every night at dinner time. After the fifth or sixth time, annoyed, I indulged a sexist stereotype and snapped “Tell her to stop calling you, that boys call girls; girls don’t call boys!” To which he replied, “But mom, I can’t call her. Her family doesn’t have a phone.”

I don’t think I’d ever known anyone who didn’t have a telephone. But my sons’ lives and moral imaginations have been immeasurably enlarged because they did.

Stereotyping of all kinds depends on ignorance. That’s true of racial and religious stereotyping, and it’s equally true of economic stereotyping. The virtue of cities is that “smashing together” of real human beings–a smashing that makes it harder (not impossible, but harder) to substitute assumptions about other people for actual knowledge of them.
